That was the conclusion of Chairman of the Provincial People's Committee Nguyen Xuan Duong at the online conference to deploy the work of clearing traffic safety corridors of roads, railways, and sidewalks in Nghe An province in the period of 2017-2020 on the morning of April 3.
The conference was chaired by Comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee. Also attending were Comrade Huynh Thanh Dien - Vice Chairman of the Provincial People's Committee, Deputy Head of the Provincial Traffic Safety Committee, leaders of the Department of Transport, the Provincial Police, and related departments, agencies and 21 connecting points. |
The situation of encroachment on road, railway and sidewalk safety corridors in Nghe An is quite common in districts, cities and towns, seriously affecting traffic infrastructure, traffic safety order and is one of the direct causes of traffic accidents. Although the Provincial People's Committee has strongly directed all levels, sectors and localities to strengthen the work of clearing violations of traffic safety corridors and sidewalks, the effectiveness is not high, violations are still numerous, and the situation of re-encroachment continues.

According to the synthesis, the total number of violations on national and provincial highways is about 4,600 cases. The main violations are illegal land leveling, construction of kiosks, fences, use of roads and sidewalks for markets, trading and gathering construction materials, car washes... seriously affecting security, order and urban beauty in the area.
For railways, the total number of housing projects and architectural structures violating the corridor is 123. For urban sidewalks, the situation of trading, placing advertising signs, covering tarpaulins, etc. encroaching on sidewalks and roads often occurs.

Discussing the key tasks of this work in the coming time, Vice Chairman of the Provincial People's Committee Huynh Thanh Dien emphasized: It is necessary to launch in an orderly and planned manner; ensure equipment, mobilize forces in the area, and widely disseminate awareness to all classes of people. The workload for this campaign is very large, therefore, localities must have great efforts and determination; in the immediate future, the Provincial People's Committee will choose Vinh city to launch the campaign in the whole province, and all districts will launch simultaneously from May 5, 2017.

At the bridge points of districts and towns: Tuong Duong, Nghia Dan, Quynh Luu, Dien Chau, Cua Lo Town, district leaders also expressed their determination to mobilize to clear the corridor; shared difficulties in the implementation process as well as made recommendations and proposed solutions to the Provincial People's Committee and the Provincial Traffic Safety Steering Committee.

Concluding the conference, Chairman of the Provincial People's Committee Nguyen Xuan Duong, in order to effectively implement Resolution 56 of the Provincial People's Council and Plan 136/KH-UBND of the province on clearing violations of traffic safety corridors, requested the People's Committees of urban districts and related units to develop plans to clear violations and prevent encroachment of traffic safety corridors of their localities and units, specifically and in detail, suitable to the locality. Select and direct a number of routes to gain experience before implementing on a large scale. Carry out the clearance of violations for collective works, agencies, units, and families of party members first, then for each household and individual. Specify and assign specific management responsibilities to local leaders and at the same time build a mechanism for people to self-monitor to maintain the results achieved after clearance.
Regarding propaganda work, launch a campaign to mobilize each commune, ward and town to voluntarily clear illegal constructions, open intersections in blocks, residential areas, etc. Each organization registers at least 1 route or 1 section of route according to the self-managed road model, civilized and exemplary route model, etc. to be completed before April 10, 2017.
The People's Committees at district and commune levels are responsible for coordinating with road and railway management units to determine the specific scope of clearance of violations; organize statistics, count, and compile records of works and architectural objects violating traffic safety corridors and urban sidewalks; review statistics, classify violations, and cases that have been compensated for site clearance but have not been cleared before April 15, 2017.

After April 20, 2017, the People's Committee at the commune level must issue a written notice to violators who have not yet voluntarily dismantled or relocated and continue to request them to dismantle or relocate within 10 days of receiving the notice. If they do not comply, enforcement and clearance will be carried out.
“The province will strictly handle civil servants who violate traffic safety corridors. In addition, learning from previous experiences of planning houses on both sides of the road leading to violations of the corridor, in the coming time, we will resolutely not approve local plans for houses on both sides of the road, especially national highways and provincial roads, but must plan them into residential clusters with access roads. Localities and relevant departments will review all urban plans, not to be attached to national highways and provincial roads,” - the Chairman of the Provincial People's Committee emphasized.
Violating traffic safety corridors is a violation of the law as stipulated in Article 8 - Law on Road Traffic. Accordingly, there are 23 prohibited acts such as: Destroying roads, bridges, tunnels, ferry terminals, traffic lights, markers, signs, convex mirrors, median strips, drainage systems and other works and equipment belonging to the road traffic infrastructure. Illegally digging, drilling, cutting roads; illegally placing or leaving obstacles on the road; placing or spreading sharp objects, pouring slippery substances on the road; illegally leaving materials, waste, or littering on the road; illegally opening or connecting roads to main roads; illegally encroaching, occupying, or using road land or road safety corridors; arbitrarily opening manhole covers, illegally dismantling, moving, or distorting road works.
