(Baonghean.vn) - That was the direction of Deputy Prime Minister Tran Luu Quang - Chairman of the National Traffic Safety Committee at the national online conference summarizing the work of ensuring traffic order and safety in 2023 and setting out directions and tasks for 2024, held on the morning of January 9.

The conference was chaired by Deputy Prime Minister Tran Luu Quang - Chairman of the National Traffic Safety Committee. At Nghe An bridge, there were comrades attending: Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; Hoang Phu Hien - Member of the Provincial Party Executive Committee, Director of the Department of Transport; and representatives of departments, branches and localities.

Number of traffic accidents decreased

According to the report of the National Traffic Safety Committee, in 2023, the socio-economy continues to recover and grow, people's travel needs increase, creating great pressure on the work.ensure traffic safety. However, with the strong direction of the Government and the active participation of ministries, branches and localities, traffic order and safety have been basically ensured. In 2023, there were 22,067 traffic accidents nationwide, killing 11,628 people and injuring 15,292 people. Compared to the same period in 2022, there were 1,285 fewer cases and 1,922 fewer deaths, but the number of injured people still increased by 660.

In particular, in order to effectively implement the 2023 theme of "Rule of law to build a culture of safe traffic", the Public Security sector has launched a campaign to control and handle violations of alcohol concentration in localities with the spirit of no exceptions, no restricted areas, thereby handling 770,374 cases of alcohol concentration violations (accounting for 23.04% of the total number of violations). The strict handling of these cases has contributed to reducing the number of traffic accidents caused by drivers violating alcohol concentration regulations, especially during peak holidays and Tet. In addition, the number of traffic jams during peak periods has decreased compared to the same period in 2022, after implementing non-stop toll collection nationwide. In Nghe An, according to statistics, in 2023, the whole province had 227 traffic accidents, killing 134 people and injuring 172 people. Compared to 2022, there was an increase of 22 accidents, a decrease of 1 death, and an increase of 29 injuries.

Recently, on the morning of January 6, on Provincial Road 542B, Pham Hong Thai Street, in Hamlet 4, Hung Phuc Commune, Hung Nguyen District, Mr. Nguyen Van N. and his wife, Ms. Nguyen Thi T. (both residing in Hamlet 5, Chau Nhan Commune, Hung Nguyen District), rode their motorbike from home to Vinh Market to sell goods. When they arrived at the above location, they collided with a tractor, causing both husband and wife to fall onto the road. At the same time, a passenger bus with license plate 37F-000.51 belonging to Duc Lan Transport and Tourism Company Limited, traveling in the opposite direction, hit and killed both Mr. N. and his wife. It is worth mentioning that this passenger bus was traveling on the wrong route as permitted.

Strict handling and no forbidden zones

At the conference, many opinions from representatives of ministries, branches and localities said that although the number of traffic accidents and deaths in 2023 has been reduced, there are still many particularly serious traffic accidents nationwide, killing and injuring many people, causing public outrage. Violations of road and railway traffic safety corridors have not been handled promptly. In some large cities, illegal racing still occurs; the situation of trucks not strictly implementing regulations on loading goods onto vehicles, causing goods to fall onto the road, causing traffic insecurity has not been thoroughly handled. Traffic congestion tends to increase in large cities. In particular, acts of resisting law enforcement officers have increased, especially when vehicles are stopped for alcohol concentration testing.

Speaking at the conference, Deputy Prime Minister Tran Luu Quang highly appreciated the efforts of the whole society in reducing traffic accidents. Entering 2024, ministries, branches and localities need to continue to seek synchronous solutions to achieve the goal of curbing and reducing traffic accidents in terms of the number of cases, deaths and injuries.

To achieve that, according to the Deputy Prime Minister, ministries, branches and localities need to improve the effectiveness and efficiency of leadership and direction, first of all, strengthen inspection and supervision of the implementation of legal regulations on traffic safety; build and perfect institutions, mechanisms, legal policies and regulations related to ensuring traffic order and safety for practical application. The authorities must be stricter in handling traffic safety violations, especially those related to alcohol concentration; increase cold penalties and must determine that there are no forbidden zones, no "request - give" in handling violations. Focus on completing key traffic infrastructure, organizing traffic scientifically and reasonably, thoroughly handling black spots and potential traffic accident spots.

In particular, it is necessary to persistently build a culture of safe traffic. Along with that, it is necessary to innovate propaganda, dissemination and education of laws on ensuring traffic order and safety in the direction of taking behavioral changes as criteria for evaluating results; promote propaganda on social networks and digital infrastructure to create further changes in the awareness of traffic participants, contributing to fundamentally reducing traffic accident indicators.
