Chairman of the Provincial People's Committee: Focus on implementing 5 key tasks in 2022

(Baonghean.vn) - At the regular meeting of the Provincial People's Committee in November held this morning (November 25), chaired by comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, the report of the Department of Planning and Investment said that it is expected that 22/28 targets will be achieved and exceed the plan assigned by the Provincial People's Council in 2021.

MANY BRIGHT SPOTS IN THE COMPLICATED EPIDEMIC CONTEXT

Concluding the content on the socio-economic development situation, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee assessed that in 2021, although the Covid-19 epidemic situation was complicated, the direction and administration of the Provincial People's Committee was flexible, agile, with close coordination between all levels and sectors to achieve the goals of epidemic prevention and control and socio-economic development.

The Provincial People's Committee has proactively, actively and promptly implementedResolution of the 13th National Party Congress, Resolution of the 19th Provincial Party Congress. Up to now, the tasks have met the requirements, which is the basis for implementing the tasks for the entire term. Successfully organized the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term.

In particular, the province has proactively coordinated with central agencies to propose and submit to the National Assembly for approval a Resolution on piloting a number of specific mechanisms and policies for the development of Nghe An province with 3 groups of mechanisms and 6 policies. Through this issue, the lesson learned is to focus on handling work and resolutely persevere to complete tasks.

Regarding the work of preventing and fighting the Covid-19 epidemic, the Chairman of the Provincial People's Committee said that over the past year, the entire political system, the business community, and the people have unanimously implemented synchronous, drastic, and timely measures to prevent and fight the epidemic. Through this, all levels and sectors have gained experience and solutions to control the epidemic with the active participation of the health, military, and police sectors.

Regarding socio-economic development, the Chairman of the Provincial People's Committee said that despite many difficulties, the province still achieved positive results. The estimated GRDP growth of the province in 2021 is 6.25%. Agriculture, industry and construction grew quite well. The estimated budget revenue is 17,678 billion VND, exceeding the estimate by 26%. Import and export is a bright spot, estimated to have been 1.850 billion USD so far, far exceeding the target according to the Resolution of the 19th Provincial Party Congress by 2025 of 1.765 billion USD.

Investment attraction has been quite good, the number of completed projects has been put into operation with high efficiency. The cultural and social security fields have received attention, supporting workers and employers with good results. In particular, tens of thousands of Nghe An citizens from the southern provinces and cities have been organized to welcome back safely. Educational and cultural activities have been ensured, adapting to the epidemic situation. National defense, security, order and social safety have been ensured, creating stability for epidemic prevention and control and socio-economic development.

Comrade Nguyen Duc Trung also said that due to the impact of the Covid-19 epidemic, service activities did not achieve the set growth target, affecting the GRDP results of the province. State management of mineral exploitation activities, natural resource and environmental protection needs more attention. Administrative reform has changed but is still slow, the problem of online document processing has not met requirements.

5 KEY TASKS IN 2022

Regarding the tasks for December 2021, Chairman of the Provincial People's Committee Nguyen Duc Trung requested all levels and sectors to continue to pay attention to the work of preventing and fighting the Covid-19 epidemic, and to have measures suitable to the new situation and new developments. The Department of Health needs to guide the effective adaptation plan in the new conditions and propose appropriate solutions. Continue to speed up the vaccination work, ensuring safety. It is recommended not to organize activities with large crowds from now until the end of the year.

Industries promote economic recovery activities, focusing on promoting production and business activities. Direct resolutely to complete the highest level of plans, targets and goals for socio-economic development in 2021.

In particular, the agricultural sector strengthens the application of science and technology in production to increase output and value; promotes the circulation and consumption of goods; focuses on directing communes and districts to complete the new rural criteria. The industry and trade sector continues to closely follow and promote industrial production activities. Regularly monitor the supply and demand of goods, ensuring the quantity of goods at the end of the year. Organize activities to connect and consume goods, promote consumption, prevent and combat smuggled goods, counterfeit goods, and trade fraud.

The tourism industry builds a plan to restore tourism activities according to the principle of safe adaptation. Coordinates well the organization of the Vietnam Tourism Recovery and Development Conference in Nghe An, contributing to promoting tourism in the province. The Southeast Economic Zone Management Board is interested in supporting investors to expand industrial parks, promoting projects that have been granted investment certificates. Continues to support procedures for granting investment certificates to new investors.

Regarding the disbursement of public investment capital, the head of the Provincial People's Committee requested all levels, sectors, and investors to strive to disburse at least 95% of the assigned plan, and strive for 100% of domestic capital. Units and projects with problems, if necessary, should report to the leaders of the Provincial People's Committee to resolve problems and difficulties. Departments, sectors, and localities should complete investment procedures for new investment projects in 2022 before submitting them to the Provincial People's Council for approval. Pay attention to directing site clearance for key projects such as coastal road projects and the North-South Expressway.

Regarding budget revenue and expenditure, the Chairman of the Provincial People's Committee requested the Finance sector to review revenues to ensure that they meet and exceed the estimates for 2021 and 2020. Regarding expenditure, strictly control and prioritize the budget for epidemic prevention and control, support people in difficulty, and ensure social security at the end of the year. Pay attention to ensuring the safety of students, especially those who are studying in person. At the end of the year, proactively deploy security and order, suppress crimes, and ensure social order and safety.

Regarding 2022, Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized that this is the second year of implementing the 5-year socio-economic development plan according to the Resolution of the 19th Provincial Party Congress. The province sets a growth target of 8.5 - 9.5% for 2022, which is a high target in the context of the complicated Covid-19 pandemic. Therefore, it requires the entire political system, especially the executive agencies, to be highly determined and make great efforts to achieve the set goals.

The Chairman of the Provincial People's Committee pointed out 5 key tasks to be carried out in 2022. These are to flexibly, effectively and safely implement epidemic prevention and control, combined with economic recovery and development. Deploy programs and projects to achieve the goals set by the 19th Provincial Party Congress. In particular, complete and submit to the Prime Minister for approval the Provincial Planning for the period 2021-2030, with a vision to 2050. Prepare to summarize 10 years of implementing Resolution No. 26 of the Politburo, propose to issue a new Resolution, associated with research and supplement of specific mechanisms and policies to create new driving forces for the province's development.

At the same time, focus on improving the investment and business environment, attracting investment, focusing on supporting businesses and investors in procedures. Develop a project to expand the Southeast Economic Zone, forming Nghe An Economic Zone. Mobilize and effectively use resources, arrange them with focus, prioritize infrastructure investment, especially removing bottlenecks in traffic infrastructure, pay attention to investing in infrastructure of industrial parks and industrial clusters. Improve the effectiveness and efficiency of State management, administrative reform, build government apparatus at all levels in the spirit of service, enhance the application of IT, digital transformation in State management activities, and soon put the Smart Operations Center into operation./.
