Chairman of the Provincial People's Committee Thai Thanh Quy: Enhancing strategic cooperation in telecommunications and information technology

On the afternoon of April 24, in Vinh city, a conference was held to review 5 years of implementing the Telecommunications - Information Technology cooperation agreement between Nghe An Provincial People's Committee and VNPT Group.

Interconnection

In 2014, Nghe An Provincial People's Committee and Vietnam Posts and Telecommunications Group VNPT signed the "Strategic Cooperation Agreement on Telecommunications and Information Technology for the period 2014 - 2020".

After 5 years of implementation, by applying and promoting the advantages of a strong IT Telecommunications Group with a modern, synchronous, and widespread telecommunications network system; along with the cooperative efforts of sectors and levels, it has created conditions for state agencies in the province to effectively apply information technology in management activities, creating a favorable, open, and transparent working environment, better serving administrative reform work.

Notably, VNPT Group has coordinated with the Nghe An Department of Education and Training to build a free website for 300 schools; deployed the VnEdu education management program to 1,409/1,491 schools since the end of 2014; coordinated with the health sector to apply IT in medical examination and treatment and health insurance payment for 499 medical facilities.

In particular, from January 10, 2017, Nghe An officially launched the “Nghe An Province Online Public Service Portal”. The advantage of the service is that citizens and businesses can communicate with the government 24/7, anywhere with an internet connection.

In addition, VNPT Nghe An has coordinated with local government agencies to successfully deploy the VNPT-iOffice document management and operation system to 100% of agencies, units, localities, schools, and public health facilities in the province; meeting the requirements for document interconnection at 4 levels: Government - Province - District - Commune.

Promote cooperation

Discussing at the conference, Vice Chairman of the Provincial People's Committee Le Ngoc Hoa said that the use of distributed software to shared software and interconnection is the greatest success of IT application in the province in recent times. If using separate software, it is impossible to control IT activities in State agencies. At the same time, the deployment of many software helps the government and political system reform administrative procedures and reduce paper documents.

Director of the Department of Health Duong Dinh Chinh added that the application of IT has contributed to improving the quality of medical examination and treatment, especially in building health management records. However, the biggest difficulty is that the connection between software is not synchronized, as well as the corridor mechanism, the way to hire and select suppliers still has many problems.

Concluding the conference, Chairman of the Provincial People's Committee Thai Thanh Quy affirmed that the cooperation results between the People's Committee of Nghe An province and VNPT Group achieved in the past time have created significant progress as well as a "push" for the province in developing telecommunications infrastructure, building e-government, contributing to creating a transparent and modern public administration, serving the socio-economic development needs of the province.

Chairman of the Provincial People's Committee Thai Thanh Quy said: Nghe An is building a Public Administration Service Center, promoting the implementation of e-government, in which IT is a key solution.

The head of Nghe An provincial government proposed that in the coming time, VNPT Group support the province in the following areas: providing telecommunications and IT infrastructure; applying information technology, developing e-government, serving people and businesses; building comprehensive solutions for information security; and training telecommunications human resources.

The Chairman of the Provincial People's Committee also hopes that the two sides will enhance strategic cooperation in telecommunications and information technology, contributing to Nghe An's early and successful implementation of Resolution 26 of the Politburo on building Nghe An into an industrial and technological center of the North Central region and building Vinh city into a smart city.
