(Baonghean) - Considering the report and proposal of the Provincial Inspectorate in Official Dispatch No. 369/TR-P4 dated June 14, 2013; Report and proposal of the Department of Natural Resources and Environment in Official Dispatch No. 3020/BC-STNMT.TTr dated October 12, 2012 on the results of inspection and verification of the content of the petitions of a number of citizens in Xuan Lam commune, Nam Dan district, on July 23, 2013, the Chairman of the Provincial People's Committee issued Official Dispatch No. 4977/UBND. KT responded as follows:
1. Contents of Mr. Nguyen Van Cuong's petition:
- Complaints about land prices, compensation in the form of land exchange, and incorrect calculation of money deductions: have been resolved twice by the Chairman of the Provincial People's Committee in Decision No. 5403/QD-UBND.KT dated December 12, 2011 in accordance with the provisions of law.
- Regarding the complaint about support for the horizontal house, the lack of calculation of the fence area and the concrete area for paving the road: The Chairman of Nam Dan District People's Committee has resolved the complaint in Decision No. 4753/QD-UBND.KT dated August 6, 2012. After working with the Department of Natural Resources and Environment, Mr. Cuong agreed not to continue complaining.
- Regarding the content of Mr. Cuong's complaint that the Nam Dan District Land Acquisition and Compensation Council did not prepare a file to support on-site relocation of his family's main house: This is new content, the Chairman of Nam Dan District People's Committee shall base on the provisions of the Land Law and the Law on Complaints to consider and resolve according to regulations. In case the time limit for resolving the complaint has expired, there will be a specific written response to the citizen.
2. The contents of Mr. Tran Thuan's petition.
- The complaints about land prices, compensation in the form of land for land, and support for on-site relocation have been resolved by the Chairman of the Provincial People's Committee for the second time in Decision No. 5408/QD-UBND.KT dated December 12, 2012.
- Regarding the complaint requesting land for Mr. Tran Thuan's son and the request to relocate the high-voltage power line passing through his family's land: After working with the Department of Natural Resources and Environment, Mr. Thuan agreed with the complaint settlement results of the competent authority.
3. Regarding the contents of Mr. Tran Huu Thanh's application:
- Complaints about land prices, compensation in the form of land for land, forced site clearance for Mr. Thanh's family: Resolved for the second time by the Chairman of the Provincial People's Committee in Decision No. 5414/QD.UBND.KT dated December 12, 2011.
- Complaint content about on-site relocation support for horizontal houses: Through working with the Department of Natural Resources and Environment, Mr. Thanh agreed with the complaint settlement result of the Chairman of Nam Dan District People's Committee in Decision No. 5066/QD-UBND.KT dated August 17, 2012.
- Regarding the content of Mr. Thanh's complaint that the Nam Dan District Land Acquisition and Compensation Council did not prepare a file to support on-site relocation of the main house for his family: This is new content, the Chairman of the Nam Dan District People's Committee shall base on the provisions of the Land Law and the Law on Complaints to consider and resolve according to regulations. In case the time limit for resolving the complaint has expired, there will be a specific written response to the citizen.
4. Regarding the application contents of Ms. Bui Thi Hong.
- The complaints about land prices and compensation in the form of land for land have been resolved by the Chairman of the Provincial People's Committee in Decision No. 5413/QD. UBND.KT dated December 12, 2011.
- Regarding the complaint that the Nam Dan District Land Acquisition and Compensation Council did not prepare a file to support the family with on-site relocation costs: This content has been resolved by the Chairman of the Nam Dan District People's Committee in Decision No. 4752/QD.UBND.KT dated August 6, 2012; Through working with the Department of Natural Resources and Environment, Ms. Hong agreed with the results of the complaint resolution and requested the Nam Dan District People's Committee to promptly implement it after the inspection so that her family can soon stabilize their lives.
- The Chairman of the Provincial People's Committee responds to citizens about the results of the inspection and review of the contents of complaints and recommendations. Assign the Chairman of the Nam Dan District People's Committee to fully implement the contents assigned by the Chairman of the Provincial People's Committee in this document. The results of implementation are reported to the Provincial People's Committee before August 30, 2013.
