Besides discussing the achievements, at the conference, delegates focused on discussing the remaining problems in the work of the union.

Also at the conference, the union officials at all levels discussed the complicated drowning accidents that have occurred in recent times. Although at the grassroots level, the union organizations have put up warning signs in dangerous places and deployed many forms of propaganda, this situation has not been as effective as expected.
