Ipexpert Information Technology Training and Solutions Joint Stock Company is headquartered at 60 Dao Tan, Vinh City, with the purpose of training and granting certificates for Microsoft's MCSA + Security, Cisco's CCNA, American's ComptiA... With attractive introductions such as: "a gathering place for experts with many years of experience in the field of information technology", "modern Lab", so although it has only officially started operating since November 2012, it has attracted quite a number of students. In addition, the Center is also an internship place for students of some faculties of Vinh University.

Although it was introduced as an Information Technology Training & Solutions Center, in fact, when working with the company's Board of Directors, we did not see any documents proving that this was a training center, but only a "Certificate of Business Registration for Ipexpert Information Technology Training and Solutions Joint Stock Company" issued by the Department of Planning and Investment with business lines such as: software trading, information technology training, computer-related services...

Mr. Le Huy Phi - Deputy Head of Continuing Education Department (Nghe An Department of Education and Training) said: “According to Regulation No. 03/2011/TT-BGD&DT on the Regulations on Organization and Operation of Foreign Language Information Centers, a unit wishing to establish an information center must be licensed by the Department of Education and Training. Accordingly, in the process of applying for registration to establish a center, there must be a project to establish the center that clearly defines: objectives, tasks, training and development programs and contents; land, facilities, equipment, expected location, organizational structure, resources and finance; strategic directions for construction and development.

After receiving the application and completing all the above procedures, the Department of Education and Training will review and issue a license within 15 days. However, up to now, the IPEXPERT IT Training & Solutions Center (tentatively called) has not had any documents or papers to request establishment. Similarly, although the center's enrollment announcement states "Implementing the Vocational Training Admission Regulations of the Department of Labor, War Invalids and Social Affairs", in fact, when working with Ms. Ho Thi Chau Loan - Deputy Head of the Vocational Training Department of the Department of Labor, War Invalids and Social Affairs, the center has not yet registered with the department to establish a vocational training center.
