No adjustment to student credit loan subjects
The lending target has not been adjusted at the present stage, but the Social Policy Bank needs to coordinate with relevant agencies to assess and count the number of families with 2 or more children going to school but not belonging to poor households to consider and propose appropriate solutions to reduce difficulties for these households.
That is one of the requirements of Deputy Prime Minister Nguyen Thien Nhan on specific tasks to effectively implement the credit loan program for students in the coming time.
For students whose families are in sudden difficult circumstances due to accidents, illnesses, natural disasters, fires, and epidemics, the Deputy Prime Minister requested that before May 30, 2011, the Ministry of Labor, Invalids and Social Affairs must take the lead and coordinate with the Ministry of Finance to provide detailed guidance on criteria and loan periods according to the principle of reviewing once a year the circumstances and loan periods for each subject.
To implement the policy of socialization to supplement capital for the program, in 2011, the Deputy Prime Minister requested the Ministry of Education and Training and the Social Policy Bank to work with a number of schools, mobilize financial institutions and the state to participate in implementing the program, striving that by 2012, financial and credit institutions will participate in the credit program for students.
Regarding the loan level, the Deputy Prime Minister assigned the Ministry of Finance to preside over and coordinate with relevant ministries and branches to consider and study the adjustment of the loan level in accordance with the roadmap for tuition fee increase, market price increase and classification according to different difficult areas. The Ministry of Finance shall preside over and consider adjusting the loan interest rate so that it is close to the loan interest rate for poor households, suitable to the borrower's ability and to partially reduce the pressure of compensation from the state budget.
In March 2011, the Ministry of Education and Training must coordinate with localities to request the Departments of Education to direct junior high and high schools to hold a thematic meeting to disseminate this program to students in grades 9 and 12, ensuring that from 2011, students after graduating from junior high and high school will know about the Study Loan Program; instruct universities, colleges, and vocational schools to arrange a department to monitor the implementation of the program.
In 2011, the Ministry of Labor, Invalids and Social Affairs must take the lead in coordinating with the Ministry of Information and Communications to soon implement the Project to build a database of poor and near-poor households nationwide, classified by locality, by gender... to serve as a basis for evaluating the right borrowers and other goals.
