No penalty for vehicles without owner
The Government has requested the Ministry of Justice, the Ministry of Public Security, and the Ministry of Transport to evaluate and make recommendations on Decree 71.
Answering questions from the press at the regular government press conference yesterday afternoon (November 29) regarding the content related to Decree 71, Minister and Head of the Government Office Vu Duc Dam said: Recently, the implementation of this Decree has caused different reactions in society. At today's meeting, the Government requested the Ministry of Justice, the Ministry of Public Security, and the Ministry of Transport to evaluate and make recommendations.

Also at this meeting, the Ministry of Justice reported to the Government that the regulation on penalties for this act is necessary and legal. However, all ministries said that in reality, there are two points when organizing the implementation that have not been communicated to the people: First, the penalty for the act of not changing the ownership is popularized as investigating whether the driver is the owner of the vehicle or not. This is an implementation that is not in accordance with the provisions of the Decree. Regarding this, the Government has requested the Ministry of Public Security and related ministries to draft a circular to guide the implementation of this Decree in accordance with the nature of the matter.
Second, the fee for changing ownership this time is too high, combined with the procedures, so in reality, many vehicles, especially motorbikes with low value, have been changed many times. The Government assigned the Ministry of Finance to preside over and work with other ministries to review, re-evaluate, and propose an appropriate price; at the same time, requesting agencies to evaluate and review the transfer process to make it most appropriate.
Minister Vu Duc Dam also added that there are many behaviors in our society that must be regulated by law to ensure discipline and compliance with international practices. Anyone who owns an asset must register ownership, especially movable assets such as vehicles. In reality, if ownership is not registered, it will be very difficult when these vehicles become means of committing other illegal acts.
According to Mr. Vu Duc Dam, the policy of including legal regulations on vehicle registration and ownership transfer is not a new issue; regulations on this issue have been in place since the late 20th century.
At the Government press conference, Minister Vu Duc Dam affirmed: "While waiting for the Ministry of Public Security to issue a circular guiding Decree 71, the police force on duty is not allowed to handle vehicle users according to the "owner" vehicle regulations of this decree"./.
