On the other hand, after the merger, the number of Party members was larger, with a total of 40 Party members, so it was easier to select candidates to join the Party Cell for the new term. Currently, the Party Cell has also proactively trained candidates to be ready to replace current members if they retire.

Comrade Chu Thi Duc - Standing Deputy Secretary of the Party Committee of Nghia My commune said: Currently, the commune has 7 hamlet party cells, although the cell committee team is old, basically they all have a sense of responsibility to continue to shoulder the hamlet and people's work in the new term. Similarly, in Tay Hieu commune, comrade Nguyen Dinh Chau - Secretary of the commune Party Committee shared: The locality has merged from 26 hamlets to 11 hamlets; the number of party members in each cell has increased and the selection of factors to elect to participate in the cell committee is very favorable in all 11 cells, including the implementation of the model of cell secretary and hamlet chief.

Recognizing the role of those working in the block, hamlet, village, and commune, in recent years, Thai Hoa Town Party Committee has paid great attention to directing grassroots Party committees to take care of building teams at this level with many solutions, focusing on developing Party members to create resources, assigning responsibility to the Party cell to train and build a successor team, any village cadre who wants to retire must be responsible for "pointing out" who will replace him. Town cadres and grassroots Party committees are always close, sharing and encouraging this team to work out of responsibility to the community where they live, not because of regimes and policies. Therefore, it can be said that the preparation of personnel for the Party cell congress under the grassroots Party committee for the 2022-2025 term has not encountered any major difficulties, except for some units under Project 01.

To build a team of village-level cadres, Thai Hoa Town focuses on developing party members to create resources, assigning responsibility to each Party cell in training and building a successor team.

Together with Thai Hoa Town, researching the human resources for the Party cell congresses in some localities of Yen Thanh, Thanh Chuong, Nam Dan, Hung Nguyen, we also recorded some positive feedback. According to comrade Nguyen Thi Kim Anh - Deputy Head of the Organization Board of Yen Thanh District Party Committee, along with the merger of hamlets, increasing the number of party members in each branch, creating favorable conditions for the selection of factors, the drastic direction of developing party members in the past time has supplemented a large source for the Party, especially gradually reducing hamlets with few party members, hamlets at risk of no longer having a party cell.

Assessing the actual movement and the actual dedication of the cell committee and party members also motivates those who participate in activities in the block and hamlet. Implementing the policy of the cell secretary concurrently being the hamlet chief or concurrently being the head of the front work committee; the hamlet chief being a party member also facilitates the cell activities, contributing to reducing the number of people working at the hamlet level, and not having to worry about finding many people.

Difficult problemfrom practice

Although the work of developing party members in recent years has been directed strongly, in reality, there is still a situation of "aging" party members in the block and hamlet party cells. The current source of hamlet cadres is basically people who are past working age. Besides hamlet cadres with 10 - 20, even 25 years of seniority, there are hamlets where retirees are the source of hamlet cadres and are assigned to take turns taking on work in the hamlet.

As for young party members, according to comrade Nguyen Trong Anh - Head of the Organization Board of Thanh Chuong District Party Committee: With the current regime, it is difficult to attract young people to stick with the work in the hamlet, especially if the secretary is also the hamlet chief, everything from organizing production movements, building a cultural lifestyle in the residential area, to daily life, conflicts, and funerals among the people will all be in the hands of the people, leaving almost no time for economic activities. The process of finding out the reality shows that in Thanh Chuong, Yen Thanh, Quynh Luu, Dien Chau districts... the percentage of young people participating in the Party cell in the block, hamlet, and village is low.

According to feedback from the grassroots, the majority of hamlet cadres are old, while the recent merger of blocks, hamlets, villages, and hamlets has increased the population size, expanded the area of ​​operation, and made the work larger and more difficult. In particular, the impact of the Covid-19 pandemic in recent times continues to weigh heavily on the hamlet cadres. From these factors, some people working in hamlets have developed the idea of ​​not wanting to take on hamlet and people's work. This is a difficult problem facing some Party cells in preparing personnel for the 2022-2025 term congress. For example, in Nghia My commune (Thai Hoa town), a Party cell secretary currently wishes to retire, but a replacement has not been found.

The implementation of the policy of the hamlet chief being a party member with the guidance that after the election of the hamlet chief, the position of cell party committee secretary or deputy secretary is oriented to make it even more difficult to find people. Because holding the positions of secretary and hamlet chief concurrently makes many people not interested because it is too hard.

Currently, district, city and town Party Committees are focusing on directing grassroots Party Committees to review and grasp the situation, focusing on doing a good job of ideological work, raising the sense of responsibility of Party members to participate in taking on the responsibilities of the hamlet and the people. The Standing Committee of the Provincial Party Committee also issued Official Dispatch No. 923-CV/TU on directing the congresses of Party cells under grassroots Party Committees for the 2022-2025 term. Accordingly, the congresses of Party cells under grassroots Party Committees for the 2022-2025 term will take place from May and be completed before August 30, 2022. The Official Dispatch emphasizes the requirement that district, city, town Party Committees and Party Committees directly under the Provincial Party Committee pay attention to leading the personnel work of Party Committees, secretaries and deputy secretaries of Party cells to ensure standards, quantity and procedures.

For block, hamlet, and village party cells, the consolidation of the Party cell committee, secretaries, and deputy secretaries must be associated with overcoming the situation where block, hamlet, and village leaders are not Party members. Unified election of block, hamlet, and village leaders must be carried out before organizing the Party cell congress, in which the Party cell committee and branch committee carry out the process of selecting and introducing Party members with qualities, abilities, and prestige for the people to elect as block, hamlet, and village leaders. Then, hold the Party cell congress and introduce the elected block, hamlet, and village leaders to be elected to the Party Committee to hold the position of Party cell secretary or deputy secretary.
