Preparing for the operation of a competitive electricity market
Deputy Prime Minister Hoang Trung Hai has just concluded on the development of Vietnam's competitive electricity market.
To achieve the goal of putting the official competitive power market into operation from January 1, 2012, Deputy Prime Minister Hoang Trung Hai requested the Ministry of Industry and Trade to preside over and coordinate with the Vietnam Electricity Group (EVN) to develop a minimum investment plan for building information technology infrastructure, regulations on operation and payment in the power market and training human resources to meet the operational progress of the official competitive power market. Consider allowing EVN to implement a special mechanism to accelerate the progress of projects preparing for the operation of the official competitive power market. In case of exceeding authority, report to the Prime Minister for consideration and decision. The Ministry of Industry and Trade considers and allows payment according to market prices right from phase 2 of the pilot competitive power market. Research and issue regulations in case of stopping the operation of the power market. At the same time, continue working with the World Bank (WB) on a partial guarantee mechanism for payment in the competitive power market; If necessary, develop a mechanism to use the electricity price stabilization fund for implementation.
The Deputy Prime Minister also requested the Ministry to develop a gas regulation plan, ensuring effective use of gas resources, fairness and transparency among gas customers. Develop a project to establish a National Electricity Regulatory Council, including representatives of state management agencies, the Electricity Regulatory Authority and major electricity units participating in the market.
Regarding EVN, the Deputy Prime Minister requested that the Prime Minister consider and decide on the establishment of Power Generation Corporations (Genco) in the third quarter of 2011. Carry out investment in construction, installation of terminal equipment and trial operation of information technology systems to meet the requirements of operating the official competitive power generation market according to the minimum diagram before November 2011, and complete the entire system before June 2012...
