Standardization of teachers and lecturers of national defense and security education

The Government has just issued a Decree detailing and providing measures to implement the Law on National Defense and Security Education, which stipulates the standard qualifications of teachers and lecturers of national defense and security education.

Specifically, teachers of national defense and security education must have one of the following standard qualifications: 1- Have a bachelor's degree in national defense and security education; 2- Have a university degree in another major and a certificate of training teachers and lecturers of national defense and security education; 3- Have a second degree in the major of training teachers of national defense and security education.

National defense and security education lecturers must have one of the following standard qualifications: 1- Have a bachelor's degree in national defense and security education or higher; 2- Military and police officers with a university degree or higher; 3- Have a university degree or higher in another major and a certificate of training for teachers, lecturers of national defense and security education and a certificate of pedagogical training.

The Ministry of Education and Training shall preside over and coordinate with the Ministry of National Defense, relevant agencies and organizations to develop and adjust the project on training teachers and lecturers of national defense and security education to ensure that by the end of 2016, over 70% and by the end of 2020, over 90% of national defense and security education teachers will be trained to standard qualifications; by the end of 2016, over 50% and by the end of 2020, over 70% of national defense and security education lecturers will be trained to standard qualifications.

5 conditions for training teachers and lecturers of national defense and security education

The Decree also specifies the conditions for universities and schools of the people's armed forces to train teachers and lecturers in national defense and security education.

Specifically, universities and schools of the people's armed forces that meet the following five conditions will be considered by the Ministry of Education and Training to open training programs for teachers and lecturers of national defense and security education:

1- There is a team of permanent lecturers responsible for teaching at least 70% of the training program, including at least 1 lecturer with a doctorate degree and 3 lecturers with a master's degree in the registered field.

2- There is a training program for teachers and lecturers of national defense and security education issued by the Ministry of Education and Training.

3- Have premises, infrastructure, lecture halls, training grounds, training grounds, specialized classrooms, and facilities to ensure teaching, learning, training, and concentrated activities according to military lifestyle for students.

4- Have a library, information search room, software and equipment for borrowing and searching documents; have enough information sources: books, textbooks, lectures of modules/subjects, related documents, domestic and foreign magazines to meet the training requirements for teachers and lecturers of national defense and security education.

5- Have a specialized management unit that meets the professional requirements for managing university-level training activities for teachers and lecturers of national defense and security education.
