Standardization of teachers and lecturers in national defense and security education.

The government has just issued a Decree detailing and implementing the Law on National Defense and Security Education, which stipulates the standard qualifications for teachers and lecturers in national defense and security education.

Specifically, teachers of national defense and security education must possess one of the following standard qualifications: 1- A bachelor's degree in national defense and security education; 2- A university degree in another field and a certificate in teacher training for national defense and security education; 3- A second degree in a specialized field of teacher training for national defense and security education.

Lecturers in national defense and security education must possess one of the following standard qualifications: 1- A bachelor's degree in national defense and security education or higher; 2- Military or police officers with a university degree or higher; 3- A university degree or higher in another field, along with a certificate in teacher training, a certificate in national defense and security education lecturer training, and a certificate in pedagogical professional development.

The Ministry of Education and Training, in coordination with the Ministry of National Defence and relevant agencies and organizations, shall develop and adjust the training plan for teachers and lecturers in national defence and security education to ensure that by the end of 2016, over 70% and by the end of 2020, over 90% of teachers in national defence and security education are trained to the standard level; and by the end of 2016, over 50% and by the end of 2020, over 70% of lecturers in national defence and security education are trained to the standard level.

5 conditions for training teachers and lecturers in national defense and security education.

The decree also specifies the conditions under which higher education institutions and schools of the people's armed forces are permitted to train teachers and lecturers in national defense and security education.

Specifically, higher education institutions and schools of the People's Armed Forces that meet the following five conditions will be considered by the Ministry of Education and Training for opening teacher and lecturer training programs in national defense and security education:

1. The institution must have a full-time faculty responsible for teaching at least 70% of the training program's workload, including at least one lecturer with a doctoral degree and three lecturers with master's degrees in the registered field.

2. There are training programs for teachers and lecturers in national defense and security education issued by the Ministry of Education and Training.

3. There are premises, infrastructure, lecture halls, training grounds, practice areas, specialized classrooms, and facilities to ensure teaching, learning, training, and concentrated living in accordance with military lifestyles for students.

4. There is a library, information retrieval room, software and equipment for borrowing and searching for documents; sufficient information and resources are available: books, textbooks, lecture notes for courses/subjects, related materials, and domestic and foreign journals to meet the training requirements for teachers and lecturers in national defense and security education.

5. There is a specialized management unit that meets the professional and technical requirements for managing the training activities of university-level teachers and lecturers in national defense and security education.
