Function:
As an advisory body, it assists the Provincial Party Committee, directly and regularly the Provincial Party Committee Standing Committee, the Provincial Party Committee Standing Committee in internal affairs, preventing and combating corruption, negativity and judicial reform.
Is a professional and technical agency on internal party affairs; the Standing agency of the Provincial Steering Committee on anti-corruption and negativity and the Provincial Steering Committee for Judicial Reform.
Mission:
1. Research, propose and implement
- Research and propose the development of policies, resolutions, decisions, directives, conclusions, regulations and rules of the Provincial Party Committee and the Provincial Party Committee Standing Committee on internal affairs, anti-corruption, anti-negativity and judicial reform. Specify the Party's policies and guidelines and the State's laws on internal affairs, anti-corruption, anti-negativity and judicial reform in accordance with the province's situation.
- Research and propose the development of projects, programs and plans on internal affairs, anti-corruption, anti-negativity and judicial reform, and report to the Provincial Party Committee and the Provincial Party Committee Standing Committee for consideration and decision.
- Preside over or coordinate research and propose to the Steering Committee and the Standing Committee of the Provincial Steering Committee on anti-corruption and anti-negativity to direct or recommend competent authorities to supplement, amend and overcome loopholes and inadequacies in regulations, mechanisms, policies and laws related to anti-corruption and anti-negativity work.
- Preside over or coordinate with relevant agencies to propose to the Provincial Party Standing Committee and the Provincial Party Standing Committee policies on activities and annual work evaluation of local internal affairs agencies, lawyers' associations, bar associations... and a number of relevant agencies in the field of internal affairs and justice in the province.
- Preside over or coordinate with relevant agencies to research and propose to the Provincial Party Standing Committee and the Provincial Party Standing Committee policies and directions for handling a number of cases and lawsuits according to Party regulations and State laws and urgent, prominent, and complicated issues related to security and order in the area.
- Receive and process petitions, complaints, denunciations, reflections, and recommendations sent to the Provincial Party Committee, the Provincial Party Standing Committee, the Provincial Steering Committee on anti-corruption and anti-negativity; recommend the Provincial Party Standing Committee and the Provincial Party Standing Committee to handle petitions and letters with important content; monitor and urge the settlement of a number of petitions and letters assigned by the Provincial Party Standing Committee and the Provincial Steering Committee on anti-corruption and anti-negativity. Coordinate with relevant agencies to organize citizen receptions according to regulations.Preside and coordinate with the Provincial Party Committee Office to help the Provincial Party Committee Secretary and Standing Committee of the Provincial Party Committee organize citizen reception and dialogue with citizens.
- Summarize and conclude the internal affairs, anti-corruption, anti-negativity and judicial reform work of the Provincial Party Committee.
2. Guidance, inspection, supervision
- Coordinate with the Provincial Party Committee's Inspection Committee to advise and assist the Provincial Party Committee and the Provincial Party Committee's Standing Committee in developing and implementing annual inspection and supervision programs and plans in the fields of internal affairs, anti-corruption, anti-negativity and judicial reform; handling petitions and letters and receiving citizens.
- Advise, coordinate, and assist the Steering Committee, the Standing Committee of the Steering Committee and members of the Provincial Steering Committee on anti-corruption and negativity in performing inspection and supervision tasks.
- Preside over or coordinate with relevant agencies to help the Provincial Party Committee and the Provincial Party Committee Standing Committee inspect and supervise local internal affairs agencies, lawyers' associations, and bar associations in implementing policies, resolutions, laws on internal affairs, preventing and combating corruption, negativity, and judicial reform.
- Preside over or coordinate in guiding, monitoring, urging, inspecting and supervising Party committees and Party organizations under the Provincial Party Committee in implementing policies, resolutions, laws on internal affairs, preventing and combating corruption, negativity and judicial reform.
- Detecting and handling complicated corruption and negative cases that are of public concern. Directing and guiding a number of cases assigned by the Steering Committee and the Standing Committee of the Provincial Steering Committee on corruption and negative prevention and control.
- Preside over or coordinate with relevant agencies to monitor, inspect and supervise the handling of a number of cases and lawsuits under the direction of the Provincial Party Standing Committee and Party committees and organizations directly under the Provincial Party Committee.
- Directly inspect and supervise the following: Detection and handling of cases; receiving and handling denunciations, crime reports, recommendations for prosecution; prosecution, investigation, prosecution, trial, and execution of sentences on corruption and negative cases; first of all, serious, complicated corruption and negative cases and incidents that are of public concern.
- Provide guidance and professional training on internal party affairs for Party committees, Party organizations and cadres working on internal party affairs at all levels in the Provincial Party Committee.
3. Assessment and comments
- Projects and documents on internal affairs, anti-corruption, anti-negativity and judicial reform before submitting to the Provincial Party Committee, the Provincial Party Committee Standing Committee and the Provincial Party Committee Standing Committee.
- Provide opinions on projects and documents of Party, State, Fatherland Front agencies and socio-political organizations in the province on contents related to the fields of internal affairs, anti-corruption, anti-negativity and judicial reform before submitting them to the Provincial Party Committee, the Provincial Party Committee Standing Committee and the Provincial Party Committee Standing Committee.
4. Coordination
- The Provincial Party Committee's Inspection Committee advises and assists the Provincial Party Committee and the Provincial Party Committee's Standing Committee in developing and implementing annual inspection and supervision programs and plans in the fields of internal affairs, anti-corruption, negativity prevention and judicial reform.
- With the Provincial Party Committee's Organizing Committee in personnel work according to the regulations of the Provincial Party Committee's Standing Committee on decentralization of personnel management and introduction of candidates; in the management of organizational structure, payroll and implementation of policies for cadres, civil servants and employees of the Provincial Party Committee's Internal Affairs Committee.
- Provide opinions to competent authorities on the appointment, reward and discipline of a number of judicial positions according to the provisions of law and according to the decentralization of personnel management.
- With other advisory and support agencies of the Provincial Party Committee, Party committees at all levels and relevant agencies, develop regulations on coordination in implementing internal affairs, preventing and combating corruption, negativity and judicial reform and submit them to the Standing Committee of the Provincial Party Committee for promulgation.
- The Provincial Party Committee Office assists the Provincial Party Committee, the Provincial Party Committee Standing Committee, and the Provincial Party Committee Standing Committee in monitoring, inspecting, and supervising the implementation of the Working Regulations of the Provincial Party Committee, the Provincial Party Committee Standing Committee, and the Provincial Party Committee Standing Committee.
- With the standing committee of the district-level Party Committee in internal affairs, anti-corruption, anti-negativity and judicial reform at the district level.
5. Perform the duties and powers of the Standing Office of the Provincial Steering Committee on anti-corruption and negativity and the Standing Office of the Provincial Steering Committee for Judicial Reform.
6. Perform other tasks assigned by the Provincial Party Standing Committee and the Provincial Party Standing Committee.
