(Baonghean) - The density of high-rise apartment buildings in Vinh city is not as dense as some big cities, however, it has revealed shortcomings that need to be adjusted soon. The architecture is not beautiful, the infrastructure lacks connection with residential areas, there is a lack of parking, some projects are not completed, affecting the urban beauty.

According to the report of Vinh City People's Committee, currently in the city there are 100 projects of enterprises investing in the field of urban areas, housing areas and apartments with a total area of about 1,094 hectares of land; the total estimated investment is 60,000 billion VND with about over 45,000 villas, townhouses and apartments. Regarding apartment projects, Vinh City currently has 71 projects with a total of 123 high-rise apartment buildings.
The process of implementing construction investment projects is carried out in accordance with current regulations. The projects have the consensus of all levels, sectors and localities from the approval of investment policies to the agreement on detailed construction planning; basically in accordance with current standards and regulations.
After the planning was approved, markers were placed and widely announced to the public. Many projects were implemented and put into use with basic planning and spatial layout in line with the development orientation of Vinh city, contributing to improving urban architecture and landscape; increasing revenue from land use fees.
Urban area projects, housing areas, and high-rise apartments in particular have been and are being built to basically meet the huge, diverse, and urgent housing needs of city residents.
Limitations and weaknesses
Mr. Mai The Can, a resident of De Nhat apartment building (Hung Binh ward) said: "We have been living here for over a year now, but we still cannot live in Hung Binh ward nor participate in neighborhood activities...".
Sharing about the living conditions in the residential area, he also said: Before buying the apartment, I also researched very carefully about the guaranteed living conditions. But when experiencing the reality, I found that the apartment has many shortcomings. For example, according to the original plan, the investor had to complete the design of the building, but now the stairs are not tiled, the hallways are not ceilinged. Power outages in the building occur frequently, the parking lot is not specific...
Mr. Ho Viet Thanh - Vice Chairman of Hung Binh Ward said: "In fact, the traffic network of apartment buildings in the area is still sufficient. In Hung Binh, at this time, the population increase is not significant. However, in the area, there are currently two apartment buildings under construction belonging to Thanh Vinh Petroleum Company. In the future, the sudden increase in population will put pressure on the enrollment of schools. Currently, the facilities are still not enough to meet the demand."

Apartment buildings are observed to have low density but are "doing it their own way", lacking overall planning associated with existing residential areas.
And whenever there is an empty space, apartments are built, regardless of whether the surrounding infrastructure and other conditions are guaranteed or not. The same situation also happens in some wards with many apartment complexes such as Quang Trung, Le Loi, Ha Huy Tap...
In addition to the surrounding infrastructure not being guaranteed, causing pressure on the infrastructure, urban areas and apartments are not unified and feasible in terms of traffic connections (route direction, cross-sectional scale... such as elevation, basin, structure, drainage system parameters...).
For example, the traffic connection between the Vinh Tan Lakeside Apartment and Villa project of Handico - Vinh Tan Urban Development Investment Joint Stock Company and the Vinh Tan New Urban Area project of Tecco Corporation, Nghe An branch is not good, or the leveling, drainage of rainwater, wastewater, and other issues such as power stations, between urban areas, neighboring residential areas; between the new area and existing residential areas, the approved detailed planning of wards and communes is not guaranteed like the new urban area of Nam Le Loi of Ben Thanh Real Estate Joint Stock Company.
This can easily lead to traffic jams, local flooding, and environmental pollution in urban areas and residential areas, which we have easily witnessed in recent heavy rains.
Some high-rise apartment projects have arbitrarily built against planning and approved construction permits (increasing the height, adjusting the area...), such as the shopping mall and apartment project of T&T Group Corporation in Quang Trung Ward (exceeding 3 floors). Most of these projects "cut first and report later" before agreeing to pay the fine after completion.
Regarding construction architecture, landscape architecture, and urban design, according to Mr. Nguyen Viet Duc - Deputy Head of Vinh City Urban Management Department: Some places do not have high aesthetics, just monotonous shapes, especially on main streets such as apartments on Le Mao extended route, Quang Trung, Le Nin, ...); urban areas have not focused on designing appropriate landscape architecture.
Furthermore, some projects only focus on building infrastructure for low-rise housing areas, but are slow or have not built public works, cultural houses, and accompanying infrastructure according to approved detailed planning, affecting people's lives and social order in the area.

Mr. Nguyen Hoai An - Chairman of Vinh City People's Committee said: The province also needs to step in to gradually limit the investment in building small apartment buildings without accompanying infrastructure in the inner city area. Limit the conversion of land use from other purposes to land for apartment building if the technical and social infrastructure of the area does not really meet the requirements.
Departments and branches support Vinh City People's Committee in requesting investors to implement regulations on agreement on architectural plans, landscape architectural lighting, infrastructure system structure, trees; at the same time, agree to apply average planning criteria in the process of appraisal and approval of planning... in urban area projects, housing areas, and apartment buildings in the city.
In the coming time, it is necessary to apply strong sanctions to strictly manage apartment buildings in the area, with sanctions to strictly punish projects that violate the law. In addition, there are resolute measures to handle a number of high-rise apartment projects being built in Vinh city that violate construction order.
