Dear Delegates!

Dear delegates of the Provincial People's Council! Dear voters of the province!

After 2.5 days of working with a serious, urgent and highly responsible spirit, the 17th session of the Provincial People's Council, term XVII, 2016-2021, completed the proposed contents and programs.

At this session, the Provincial People's Council reviewed reports on the socio-economic situation, finance, budget, public investment, internal affairs, justice, settlement of voters' petitions and related reports; discussed and approved resolutions on tasks for 2021, the 5-year socio-economic development plan for 2021 - 2025 and 23 other resolutions; and conducted personnel work according to authority.

Delegates focused on discussing the implementation of the 2020 socio-economic development plan and unanimously assessed: Despite many difficulties and challenges, in 2020, the province's socio-economic situation still achieved certain development steps, completing 20/28 main targets, of which GRDP growth is estimated to increase by 4.45%.

Culture and society have many positive points, the health sector plays a good role in the frontline in preventing and fighting the Covid-19 pandemic; the education and training sector has made reasonable adjustments and timely innovations in teaching and learning suitable to the circumstances to ensure quality; response to natural disasters is carried out flexibly and promptly; social security and people's lives are ensured; national defense - security, order and social safety are maintained and the image of Uncle Ho's soldiers and the People's Public Security do not fear difficulties and dangers, making efforts to do a good job in preventing and fighting the Covid-19 pandemic, helping people in preventing, fighting and overcoming the consequences of floods and landslides, leaving a good impression in the hearts of the people.

Important events of the country and the province were still organized with practical significance; Party Congresses at all levels and the 19th Provincial Party Congress took place successfully. The Provincial People's Council acknowledged and highly appreciated the drastic, timely and flexible direction and management of the Provincial People's Committee; the efforts of sectors, levels and localities; the consensus of the business community and people of all walks of life to achieve positive results.

On this occasion, the Provincial People's Council would like to express its deep gratitude to the leaders of the Party, State, Central Committees, Ministries, branches and people nationwide, and central and local press agencies for their attention, support and encouragement to Nghe An province in implementing socio-economic development targets and tasks; ensuring national defense and security and overcoming the consequences of floods, natural disasters and epidemics.

At the meeting, the Provincial People's Council also spent a lot of time discussing and evaluating the achieved results, pointing out the shortcomings, limitations and bottlenecks in implementing the 5-year socio-economic development plan for 2016 - 2021. At the same time, deeply analyzing the advantages, difficulties, opportunities and challenges to propose important solutions to build and organize the implementation of the 5-year socio-economic development plan for the period 2021 - 2025.

The draft resolutions were discussed, debated thoroughly, considered comprehensively and passed with a high voting rate. The resolution on the 2021 tasks, the resolution on the 5-year socio-economic development plan 2021 - 2025 and the group of resolutions on mechanisms and policies have important implications affecting many aspects of socio-economic life, providing many comprehensive and fundamental solutions to support, restore and develop the economy; care for culture, ensure national defense and security, implement social security issues, contribute to solving difficulties and inadequacies, create favorable conditions in the management and operation of authorities at all levels.

The meeting held a question-and-answer session on the implementation of the supervision recommendations and conclusions of the Provincial People's Council and resolved pressing issues of concern to voters. With an open question-and-answer format, although the time was only one session, many issues were raised in a constructive spirit, sharing roles and responsibilities to unify solutions to handle the issues raised, clearly demonstrating the awareness and responsibility of the questioner and the person being questioned before the People's Council, voters and people of the province.

Regarding the remaining issues and limitations, the Provincial People's Council requested the Provincial People's Committee, branches, levels and localities to continue to clarify responsibilities, unify awareness, solutions and resolve actions to overcome them in the coming time and continue to consider and resolve voters' opinions sent to the 17th session.

2021 is a year with many important milestones and events (the 13th National Congress of the Party; election of National Assembly Deputies and People's Council Deputies at all levels for the 2021-2026 term; the first year of implementing the 10-year Socio-Economic Development Strategy 2021-2030, the Action Program to implement the Resolution of the 19th Provincial Party Congress and the 5-year Socio-Economic Development Plan 2021-2025). Although economic activities have gradually been restored and social security issues have been actively resolved, it is forecasted that 2021 will continue to face many difficulties and challenges. To complete the set targets and tasks, the Chairman of the meeting proposed:

One is,After this session, the Provincial People's Committee directed all levels and sectors, called on the business community and all classes of people to closely follow and grasp the situation, continue to perform well the dual task of both preventing and fighting the Covid-19 epidemic and recovering and developing the socio-economy, upholding responsibility, strongly promoting the spirit of solidarity, unity, and proactively and promptly responding to natural disasters and epidemics; overcoming all difficulties, boosting production and business, drastically and synchronously implementing measures to restore and develop the economy, striving to achieve the highest targets and plans, creating a solid premise to enter a new stage of development.

At the same time, continue to effectively implement social security policies, care for people's lives; improve the efficiency of judicial agencies; strengthen national defense, ensure political security and social order and safety, promote anti-corruption and waste prevention. Do a good job of receiving citizens, resolving complaints, denunciations, and resolving voters' recommendations. Focus on implementing the Laws recently passed by the 14th National Assembly at the 10th Session and the resolution of the 17th Session of the Provincial People's Council.

Second,The Standing Committee and the Provincial People's Council Committees shall comprehensively review and evaluate the implementation of tasks according to the resolution on the orientation of the Provincial People's Council's activities for the next term and the results of the implementation of the Project to improve the quality and effectiveness of the People's Council's activities for the 2016-2021 term, prepare and organize the summary of the term to ensure progress according to the guidance of the National Assembly Standing Committee. At the same time, coordinate with relevant agencies to prepare and carry out well the election of National Assembly deputies and People's Council deputies at all levels for the 2021-2026 term.

Third,After the session, it is recommended that the provincial People's Council delegates meet with voters, report the results of the session, disseminate and propagate the adopted resolutions, and at the same time listen to the thoughts and aspirations of voters and public opinion to promptly make recommendations and reflect to the Provincial People's Council, Provincial People's Committee and relevant agencies, actively monitor the implementation of the Provincial People's Council resolutions, and successfully fulfill the role of people's representatives.

At a time when the whole province is focusing on promoting activities to welcome the 13th National Party Congress and thoroughly grasp and implement the policies and tasks of the Resolution of the 19th Provincial Party Congress, the Provincial People's Council calls on all levels, branches, armed forces, business communities and people of all ethnic groups in the whole province to join hands and strive to successfully implement the socio-economic goals and tasks in 2021, creating an important momentum for the successful implementation of the 5-year socio-economic plan 2021 - 2025. Emulate to celebrate the Party, celebrate the New Year of the Ox; well implement the work of organizing the election of deputies to the 15th National Assembly and People's Council deputies at all levels for the 2021 - 2026 term.
