We are so lacking in common kindness.

"The whole country looks at the behavior in the capital," said Mr. Hoang Trung Hai - Secretary of the Hanoi Party Committee - making many people expect that there will be many changes and good deeds for the whole country to learn from.

Any society, any time, any regime has both cultural behavior and uncultured behavior.

The former capital and the present capital also contain both of those behavioral aspects.

Through observation and research, I believe that what was complicated in the past is more complicated today, what was negative in the past is more negative today.

This means that what was good before is now worse than ever. It is a sad, sobering reality.

The way of behaving in the capital in the past and the capital today is different in nature and degree. A large number of people in the state apparatus have personality problems, so the situation of behaving is increasingly complicated. That is the main reason.

In the past, behavior in general was humane, had rules, knew how to fear reason (including gods, demons and law enforcement officers), knew how to fear because of belief in reason that the ruler was always the representative.

Now there is less humanity, laws are less obeyed, only fear of those in power and no concern for justice.

The power of money and power makes people lose faith in those who hold the power to enforce the law.

Now we should not wish for "never again... the old days", but strengthening trust in society is extremely important, the core of which is trust in those who represent us to manage society.

To do so, we must build a mechanism to select those people. Ultimately, that is a democratic mechanism, in which the people must exercise their right to supervise and choose.

TSTRINH HOA BINH(Vietnam Academy of Social Sciences):Celebrate Kind Behavior

I think there is no need to add any new regulations, just go back to properly and strictly implementing the most basic regulations and that's good enough.

Hanoi only needs to properly implement existing regulations on the conduct of civil servants and public employees to become a "model" for the whole country.

Instead of building a new set of rules of conduct, we should find a way to bring the existing rules of conduct into life, so that the habit of behaving in a civilized and proper manner becomes ingrained in each individual. That is the difficult thing.

Of course, I also understand that in the current situation, issuing a regulation could be a new beginning for a campaign to rectify the behavior of civil servants and public employees, accompanied by more drastic and regular measures.

But I still want to emphasize that what we need to think and do is "strictly implement" and not introduce new regulations that are different from existing regulations.

I also really want kind acts to be celebrated and spread more widely than just focusing on bad things.

For a long time, the media has been reporting a lot of images and news showing inappropriate behavior. People will not doubt when someone talks about bad things, but they are ready to doubt, scrutinize, and dissect a good behavior.

The story of driver Phan Van Bac saving many people from accidents is an example.

The uproar of this story shows that people crave kindness but still doubt that kindness is real, and are easily swayed and misinterpreted in a negative direction.

Instead of honoring and appreciating "ordinary kindness", many people want to push those ordinary acts of kindness into heroic or superhuman actions, only to be disappointed.

We are lacking ordinary kindness and I think if ordinary kindness were recognized and multiplied, then just that would make society more peaceful.

WriterNGUYEN NGOC TIEN:Should educate from an early age

Compared to the past, the behavior of people living in Hanoi has changed a lot.

20 years ago, writer To Hoai and historian Tran Quoc Vuong also warned that the behavior of Hanoians was deteriorating, and today that is becoming more and more obvious.

For example, in the past in my family, wherever we went, we had to ask permission, say hello, dress neatly when going out, speak politely, and there was no swearing.

But in the past, Hanoians were able to Hanoiize those who came to live here, but now too many people come to Hanoi bringing with them habits, ways of thinking, and cultures from many regions, creating chaos.

Mr. Hoang Trung Hai is right when he says the whole country looks at the capital's behavior.

I understand that the statement of the Hanoi Party Secretary is the wish of the city's leaders to build a more cultured daily behavior.

The solution to changing behavior in the capital is to educate from an early age.

In addition to preserving order and customs, it is important to strictly implement legal regulations in order to hope for a better Hanoi culture.

In a situation where morality shows signs of serious degradation and people's behavior towards each other in public places still has many problems, issuing another document in the hope of change is also something that should be supported.

But I think the most important thing is how to execute it.

In many government agencies, the situation of officials treating people arrogantly, rudely, and coldly is also very common. People talk a lot about people being “abused” by officials, some of which seem funny but are true.

I once knew a department head. He had to go to the ward where he lived to get confirmation for his wife in time to submit the application for recognition as an excellent teacher.

But when arriving at the ward, the ward officer said "the leaders are all away, they can't solve it".

The job was not done, the department head went home disappointed. A vegetable seller knew what happened and asked the department head to help look after his vegetable stall. She ran away for a while and came back with a confirmation paper for the department head's wife.

She said, "Just give 200,000 VND and it's done."

This petty corruption is the reason why officials abuse people. But it partly comes from the fact that regulations are not strictly enforced.

If we want to be serious, when wrongdoings are discovered or reported, they must be resolved thoroughly, transparently and fairly.
