I think there is no need to add any new regulations, just go back to properly and strictly implementing the most basic regulations and that's good enough.
Hanoi only needs to properly implement existing regulations on the conduct of civil servants and public employees to become a "model" for the whole country.
Instead of building a new set of rules of conduct, we should find a way to apply the existing rules of conduct into life, so that the habit of behaving in a civilized and proper manner becomes ingrained in each individual. That is the difficult thing.
Of course, I also understand that in the current situation, issuing a regulation could be a new start for a campaign to rectify the behavior of civil servants and public employees, accompanied by more drastic and regular measures.
But I still want to emphasize that what we need to think and do is "strictly implement" and not introduce new regulations that are different from existing regulations.
I also want kind acts to be celebrated and spread more widely, rather than just focusing on bad things.
For a long time, the media has been reporting a lot of images and news about inappropriate behavior. People will not doubt when someone talks about bad things, but they are ready to doubt, scrutinize, and dissect a good behavior.
The story of driver Phan Van Bac saving many people from accidents is an example.
The uproar of this story shows that people crave kindness but still doubt that kindness is real, and are easily swayed and misinterpreted in a negative direction.
Instead of honoring and appreciating "normal kindness", many people want to push those normal acts of kindness into heroic or superhuman actions, only to be disappointed.
We are lacking normal kindness and I think if normal kindness were recognized and multiplied, then just that would make society more peaceful.

Compared to the past, the behavior of people living in Hanoi has changed a lot.

In a situation where morality shows signs of serious decline and people's behavior towards each other in public places still has many problems, issuing another document in the hope of change is something that should be supported.
But I think the most important thing is how to execute it.
In many government agencies, the situation of officials treating people in a condescending, rude, and cold manner is also very common. There are many stories about people being “abused” by officials, some of which seem funny but are true.
I once knew a department head. He had to go to the ward where he lived to get confirmation for his wife in order to submit the application for recognition as an excellent teacher.
But when arriving at the ward, the ward officer said "the leaders are all away, they can't solve the problem".
The job was not done, the department head went home disappointed. A vegetable seller heard about the incident and asked the department head to watch his vegetable stall. She ran away for a while and returned with a confirmation paper for the department head's wife.
She said, "Just give 200,000 VND and it's done."
This petty corruption is the reason why officials abuse people. But it partly comes from the fact that regulations are not strictly enforced.
If we want to be serious, when wrongdoings are discovered or reported, they must be resolved thoroughly, transparently and fairly.
