Join hands to help poor and disadvantaged households have housing
(Baonghean.vn) - Nghe An still has 15,375 poor households in need of housing improvement. To further promote support and help these households "settle down", Nghe An province plans to organize a program to mobilize support for housing construction for poor households and households in difficult circumstances on the evening of February 4.

October 29, 2022 is a special day for the family of Ms. Vi Thi Tuyet (Thai ethnic group, in Na An village, Chau Thanh commune, Quy Hop district) and Ms. Truong Thi Ha (Tho ethnic group, in Dai Thanh hamlet, Van Loi commune, Quy Hop district). On this day, Ms. Tuyet and Ms. Ha's families officially moved into the new house supported and built by political and social organizations. Ms. Vi Thi Tuyet and Ms. Truong Thi Ha's families are two poor households, with special difficulties. The two women live alone and have been sick for many years. Ms. Vi Thi Tuyet is raising a mentally disabled child. The previous house of the two women was severely damaged and seriously degraded.

Knowing the difficult circumstances and housing needs of the two women, the Vietnam Fatherland Front Committee of Quy Hop district called on organizations and individuals to join hands in support. In particular, Nghe An General Hospital donated 50 million VND/house to build a solidarity house. In addition, the Fatherland Front Committees of Chau Thanh and Van Loi communes and other social organizations also supported with money and helped with extra working days for construction. Both houses were completed after 3 months of construction, each house worth 120-130 million VND.
In Quy Hop district, in 2022, not only the two families of Ms. Tuyet and Ms. Ha will have a new house, but many other poor households and households in difficult circumstances will enjoy the joy of "settling down". It is known that, implementing the program to support poor and near-poor households and beneficiaries with housing difficulties, Quy Hop district has promoted the campaign "For the poor" and mobilized resources in the area and outside the province. In 2022, the whole district supported the renovation and repair of houses for 29 poor and near-poor households with a total cost of 1.48 billion VND; by the end of the year, support for the renovation of houses for 5 poor households with a cost of 250 million VND.

The program to support poor households to improve their housing is a correct policy with profound humanity. On October 10, 2019, the Secretary of Nghe An Provincial Party Committee issued a Letter calling for support for the poor in especially difficult circumstances to improve their housing. On October 15, 2019, the Standing Committee of the Provincial Party Committee issued Notice No. 1956-TB/TU on the Plan to launch support for the construction and repair of houses for people with meritorious services and poor households, with immediate priority given to families with meritorious services to the revolution, poor households with special difficulties and no ability to work (orphans, people with disabilities, lonely elderly people with no place to rely on). To implement the plan, Nghe An has actively called on and mobilized economic groups, enterprises inside and outside the province, and philanthropists such as Vingroup Corporation, Phuc Son Joint Stock Company, banking systems (BIDV, Agribank, Vietcombank, Vietinbank), ... to participate in support through the bridge of the Vietnam Fatherland Front Committee of Nghe An province.
Comrade Vo Thi Minh Sinh - Chairman of the Vietnam Fatherland Front Committee of Nghe An province said: In the period of 2020 - 2022, through the mobilization of Party committees, authorities, the Fatherland Front and departments, branches and organizations; especially the calling role of provincial leaders, the whole province has received a total funding to support housing improvement for poor households, near-poor households and other subjects of 172.63 billion VND. From this support fund, Nghe An has supported 4,463 households with housing, of which 3,840 houses were newly built and 623 houses were repaired.

“Leave no one behind”
It can be said that, in recent times, the program to support poor households to improve their housing has been actively responded to by all levels, sectors, agencies, units, business communities and people of Nghe An with high sentiment and responsibility; has contributed to creating very important resources to join hands with the Party and State to support poor households to improve their housing, gradually rising out of poverty. It is worth noting the great role of the business community and philanthropists who have actively accompanied the Party Committee and government to support poor households to improve their housing, with the desire "Leave no one behind".

The results achieved are great, but the reality shows that the number of poor households in Nghe An in need of housing improvement is still high. This reality comes from the fact that the province is the largest in the country, with over 83% of the area being high mountains, steep and fragmented terrain, and is often affected by natural disasters and floods, so the living conditions of a part of the people still face many difficulties, especially in terms of housing. Although the Party committees and authorities at all levels have made great efforts in poverty reduction, up to now the whole province still has over 108,919 poor and near-poor households, of which over 9,200 poor households need support for new construction and over 6,175 poor households need support for housing repair.
Continuing the good tradition "Mutual love, help the poor", from the beginning of 2023 until now, many organizations and philanthropists have continued to support poor households and households in difficult circumstances in Nghe An to improve their housing. For example, on January 8, 2023, the charity group Niem Tin and philanthropists presented solidarity houses to two families in particularly difficult circumstances in Quy Chau district, namely the family of Mr. Vi Van Thanh in Ke Ninh village, Chau Hanh commune and the family of Ms. Nguyen Thi Hue in Dong Cong village, Chau Binh commune.

In order to make the support for building houses for the poor and people with housing difficulties in Nghe An province more effective, becoming a deep and wide movement in the political - social system and the community, on January 27, 2023, the Standing Committee of Nghe An Provincial Party Committee issued Decision No. 1801-QD/TU to establish a Steering Committee to mobilize and support the construction of houses for the poor and people with housing difficulties in Nghe An province. Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Chairman of the Provincial People's Council is the Head of the Steering Committee; the Deputy Secretaries of the Provincial Party Committee are the Deputy Heads of the Steering Committee.
Immediately afterwards, on January 28, 2023, the Provincial Party Standing Committee issued Official Dispatch No. 1676 - CV/TU to organize the Launching Ceremony of the program to mobilize support for housing construction for poor households and households in difficult circumstances. Accordingly, the program sets out the goal of promoting the internal strength of the political system in the province to support poor households to improve their housing, gradually rising out of poverty. All levels, sectors and units need to proactively register to support and help poor, near-poor and disadvantaged households with housing; not to rely on businesses and philanthropists. The program takes place over 3 years from 2023-2025 with the goal of striving to basically complete the elimination of temporary and dilapidated housing for poor households in the province by 2025. The launching ceremony will be held on February 4, 2023, in Vinh city.
In order for the launching ceremony of the program to mobilize support for housing construction for the poor and people with housing difficulties in the area to take place successfully, effectively, and have a widespread impact, the People's Committee of Nghe An province has issued urgent dispatch No. 506/UBND-VX to the Vietnam Fatherland Front Committee of Nghe An province and provincial departments, branches, sectors, and units to clearly assign tasks.

To promote the responsibility of the entire political system, to create positive changes in the awareness and responsibility of cadres, party members and people in caring for and helping disadvantaged families improve their housing, the Provincial Party Standing Committee will issue a Directive on strengthening the leadership of Party committees at all levels in helping families in difficult circumstances.home improvement, in which, assign specific responsibilities to levels, sectors, agencies, units, and localities to synchronously implement solutions to improve the quality and effectiveness of calling and mobilizing work. Districts/cities/towns will also establish Steering Committees at district and commune levels to mobilize and support housing construction for poor and near-poor households. Levels and sectors will have specific solutions to integrate national target programs, housing-related programs and projects with socialized resources to effectively promote resources to effectively implement the housing improvement program for poor households to ensure the set goals.
