Program 30a continues to implement sustainable poverty reduction

(Baonghean.vn) - On the morning of May 8, the Central Steering Committee for Sustainable Poverty Reduction held an online conference with 30 provinces with poor districts nationwide according to Resolution 30a of the Government to evaluate the results of 6 years of implementing Program 30a and deploy tasks in the coming time.

The conference was chaired by Comrade Nguyen Tan Dung - Member of the Politburo - Prime Minister, comrades of the Party Central Committee: Nguyen Van Ninh - Deputy Prime Minister, Pham Thi Hai Chuyen - Minister of Labor, Invalids and Social Affairs, Giang Seo Phu - Minister - Chairman of the Government's Ethnic Committee. At Nghe An bridge, Comrade Hoang Viet Duong - Vice Chairman of the Provincial People's Committee chaired the conference.

The report presented by Ms. Pham Thi Hai Chuyen - Minister of Labor, Invalids and Social Affairs emphasized that in order to achieve the set goals, along with continuing to implement the general poverty reduction policy, the Government has issued specific policy groups to support poor districts.

After 6 years of implementing Resolution 30a, the socio-economic situation in poor districts has changed significantly, the economy has gradually developed; the production structure has shifted towards non-agricultural and commodity production with guaranteed productivity and output quality; the budget revenue in the area has increased, the average income per capita has improved. The poverty rate in the period 2011-2014 of poor districts has basically achieved an average reduction of about 6%/year. Basic infrastructure works have been invested in and built synchronously, according to the planning, more than 90% of communes, 70% of villages and hamlets in poor districts have car roads to the commune center and four-season travel routes; the level of people's access to basic social services such as health care, education, information and communication has been improved. The grassroots government system has been consolidated, security and national defense have been enhanced.

However, the average rate of 64 poor districts is still high, the poverty reduction results are not really sustainable; the infrastructure system has received investment attention but has not met the needs, production conditions and people's lives still face many difficulties...

Nghe An has 3 poor districts, Ky Son, Tuong Duong and Que Phong, benefiting from the Government's Program 30a. In recent times, Resolution 30 of the Government has been implemented by the Provincial People's Committee, the Steering Committees of departments, branches and districts, and poverty reduction support policies continue to be put into practice. The average poverty rate has decreased by 5-7%/year; average income per capita has increased by 7.8 million VND/person/year. The quality of labor resources has gradually improved. Resolution 30a has contributed to creating positive changes in infrastructure, the material and spiritual life of the people has been clearly improved, and the rural appearance in the area has improved a lot. However, the poverty reduction results in these localities are not sustainable, and the risk of falling back into poverty is high.

Discussing at the conference, representatives of central ministries, branches and localities exchanged experiences and good initiatives in local poverty reduction work and proposed recommendations and solutions to make the Government's policies more effective in the coming time.

In his concluding remarks at the Conference, Prime Minister Nguyen Tan Dung emphasized that the Government considers rapid and sustainable poverty reduction a key and regular task. The Prime Minister requested that members of the Government, the Steering Committee, and localities raise awareness, uphold their responsibilities, and mobilize the entire political system to continue to better and more effectively implement Resolution 30a. Review, supplement, and perfect policies on sustainable poverty reduction in line with the new situation.

Encourage businesses to invest and consume products in disadvantaged areas. Mobilize resources from the central and local levels, effectively integrate programs and projects focusing on hunger eradication and poverty reduction. Strengthen inspection and supervision of the implementation of Resolution 30a of the Government. Do a good job of disseminating and replicating good examples and good experiences of localities and units. The Prime Minister also requested the Steering Committee to receive and handle recommendations from ministries, branches and localities so that the Resolution can be put into practice more effectively.
