Foreign training programs taught in Vietnam must have quality accreditation.
The Government has just issued Decree 73/2012/ND-CP regulating foreign cooperation and investment in the field of education.

Accordingly, foreign investors are allowed to directly invest in establishing educational institutions in two forms: 100% foreign capital; joint venture educational institutions between domestic and foreign investors. Forms of training cooperation allowed to be implemented include: direct training according to foreign programs or programs developed by both parties; implementing the entire program in Vietnam or a part of the program in Vietnam, a part of the program abroad; granting Vietnamese and foreign degrees and certificates or certificates issued separately by both parties according to the regulations of each party.
General education institutions are allowed to admit Vietnamese students, but the number of Vietnamese students in primary and secondary schools must not exceed 10%, and in high schools must not exceed 20% of the total number of students. Vietnamese students
The language used to teach specialized subjects in joint training programs to grant foreign degrees is a foreign language, not taught in Vietnamese or through an interpreter; teaching through an interpreter is possible for joint training programs to grant Vietnamese degrees and certificates. Foreign training programs implemented in Vietnam must be programs that have been quality-accredited abroad or programs of educational institutions that have been recognized for quality by quality-accrediting organizations or competent authorities abroad; educational institutions implementing joint training must provide adequate textbooks and learning materials to serve the study and research of students, postgraduates and doctoral students.
