Government Action Program on Social Policy

The government has justpromulgateGovernment's Action Program to implement Resolution No. 15-NQ/TW dated June 1, 2012 of the 11th Party Central Committee on a number of social policy issues for the 2012-2020 period.

The program identifies key tasks for ministries, branches, localities, organizations and individuals to successfully implement the goals set out in Resolution 15 to continuously improve and enhance the material and spiritual life of people with revolutionary contributions and ensure social security for all people in accordance with the country's socio-economic development level in each period.

Build and effectively implement the Project to search for and collect martyrs' remains

Regarding preferential policies for people with revolutionary contributions, according to the Action Program, the Ministry of Labor, War Invalids and Social Affairs will take the lead in developing a Decree guiding the implementation of the Ordinance on preferential policies for people with revolutionary contributions; the Ministry of Construction will take the lead in developing a Project to support housing for people with revolutionary contributions.

Promote the implementation of the movements of "repaying gratitude", "remembering the source of water when drinking", "communes and wards doing a good job of caring for war invalids, martyrs and people with meritorious services", mobilize resources in society and the community together with the State to better care for the material and spiritual life of people with meritorious services to the revolution and their families.

Research on diversifying forms of social insurance

Regarding social security, we will continue to improve the Law on Employment and submit it to the National Assembly; review, amend and supplement policies to support job creation and labor market development; effectively implement the National Target Program on Employment and Vocational Training. Pilot research and proceed to replicate the public employment program project. Study and amend and supplement the Law on Vietnamese workers working abroad under contracts, the Law on vocational training; mechanisms and policies on vocational training for rural workers in accordance with the socio-economic situation.

In addition, continue to effectively implement Resolution No. 80/NQ-CP dated May 19, 2011 on sustainable poverty reduction orientation for the period 2011 - 2020; Resolution No. 30a/2008/NQ-CP dated December 27, 2012 on the Program for rapid and sustainable poverty reduction in poor districts and the National Target Program for sustainable poverty reduction; study and amend and supplement support policies for near-poor households.

Research and amend the Law on Social Insurance in the direction of diversifying forms of social insurance, expanding the subjects participating in social insurance types, and encouraging farmers and workers in the informal sector to participate in social insurance.

Implement the National Housing Development Strategy to 2020 with a vision to 2030, focusing on housing support for the poor, low-income people in urban areas, workers in industrial parks, and students.

Build social security number

Also according to this Action Program, the task is to build a social security code to develop an information system on social security policies; build a national social security index and a household database to develop a monitoring and evaluation system for the implementation of social security policies; annually build a national report on social security and reports on specific groups, especially ethnic minorities and gender,...

A Steering Committee for the implementation of the Program will be established with a Deputy Prime Minister as Chairman. The Minister of Labor, War Invalids and Social Affairs will be the Permanent Deputy Chairman.
