(Baonghean) -After the Bill & Melinda Gates Project invested in a high-speed Internet-connected computer system to improve the ability to use computers and access the public Internet, Nghe An opened professional training courses for all officers and employees in charge of district and commune public libraries and commune cultural post offices (CPOs) of 110 project investment locations.
Arriving at Tho Hop commune (Quy Hop), we were surprised by the changes here. The current life of people in Tho Hop commune is no different from the lowlands, the countryside is spacious and beautiful. At the commune cultural post office, many people come here to access the internet, read online newspapers and search for information. Mr. Le Van Minh happily said: “I am a local resident, since the commune cultural post office installed computers and was instructed on how to use them, I come here every day to ask Ms. Thuy to read free newspapers and this place is always crowded, with many people coming and going. A few years ago, the commune cultural post office was closed all day, only occasionally there were a few people coming and going to do business. Since people have mobile phones, sending letters through the post office has also decreased significantly.”
Although it is the most remote district in the West of Nghe An, the Chau Kim Social Security Office in Que Phong District is very crowded with customers coming in and out to buy and sell SIM cards, stationery, etc. At this time, the people present here include retired officials, students, they are engrossed in computers, some are reading newspapers, some are watching movies, some are solving math problems online. Mr. Vi Van Tuan (65 years old) happily said that every day he still takes the time to come here, access the internet to search for information, not only to see information about science and technology, about plants and breeds to choose to apply in production, but also to come here to learn about life skills to educate children, to preserve the family's happiness.

Talking to us, Ms. Sam Thi Dong - the staff in charge of the communal cultural post office shared: "In the past, the job of the staff in charge of the communal cultural post office was very boring. The post office was open and there were no customers, if there were any, they could be counted on the fingers, occasionally there were a few retired people coming to read the newspaper, so many times I wanted to quit my job. But since the Project "Improving the ability to use and access public internet in Vietnam" (Bill & Melinda Gates Project) selected and invested in 5 modern computers, connected to high-speed internet with good transmission, and the project sent me to study to improve my professional skills for 18 days at the Provincial Library, I have been able to gain a lot of knowledge and I have also innovated in my service style and communication so that all people coming to the communal cultural post office are happy and satisfied".
After attending the training course, she can now fix small computer errors herself without having to send the computer back to Vinh for repair like before. She teaches people who come here who don't know how to use it, especially women. In recent months, the business activities of Chau Kim Social Security Point have gradually improved, service revenue has improved somewhat...
Visiting the TVCC point of Chau Hoi commune, Quy Chau district. We were surprised that it was late afternoon but the library was still crowded with people, the villagers were engrossed in reading online newspapers on their computers. Nguyen Thi Thao Linh - a student who just passed the entrance exam to grade 10, Quy Chau Ethnic Boarding High School, happily told us "The Internet has helped me find a lot of documents to review for exams and information about other areas of life".
Mr. Hoang Ngoc Chau, the officer in charge of the commune's public library, said: When I first received the computer system of the investment project, I was really confused. But after the project sent me to study, my skills were solid, so I took the initiative to guide all people in need. Now the library opens on time every day, this computer network system is open to serve readers and people from 6 to 8 hours a day, continuously during the week, opening new services such as providing learning information for students, information on reproductive health, environmental protection, scientific and technical knowledge on agricultural and forestry production...; legal documents, current state policies and regimes; information search to serve all people's needs...
Up to now, 110 social service and public service points in the province invested by the Project in Phase 1 and 2 have been trained in professional skills to improve the capacity of the staff in charge of the points. After being trained by the project, the service style of the staff in charge of social service and public service points has changed a lot compared to before: Staff at the points volunteer to serve, have a quick style, enthusiastic attitude, organize scientific and effective service activities, and have the ability to organize propaganda and mobilize people to come to the Post Office more and more. The training results of the project have changed the thinking and working style of the staff in charge of social service and public service points, not only providing them with knowledge about computers but also with a new vision. We believe that with the current awareness and service style of the on-duty staff, in the coming time, the TVCC and BĐVHX points invested in by the project will effectively become community information centers, a common cultural home for people in rural areas, contributing to raising people's knowledge, improving the economic, cultural and spiritual life of all people in rural areas.
