Shifting economic structure towards modernization and industrialization
(Baonghean) - To shift the economic structure towards modernization and industrialization, we must invest in rapidly developing technical infrastructure and services.
- Technical infrastructure: it is necessary to form a basic synchronous infrastructure with a number of modern works as a strategic breakthrough, an important factor in promoting socio-economic development, restructuring the economy; focus on reviewing and completing the planning of infrastructure construction nationwide and in each region, especially transportation, hydropower, irrigation, ensuring the saving of resources and economic and social efficiency, environmental protection.
- Diversify investment forms, encourage and facilitate economic sectors, including foreign investment, to participate in infrastructure development. Focus investment resources on the construction of the North-South expressway, upgrade existing railways, and build railway systems in large urban areas. Based on the planning, prepare conditions to gradually build the North-South expressway; build a number of modern seaports and airports...
- Gradually form a synchronous North-South traffic axis and an East-West corridor axis to ensure connectivity of transport modes; synchronously develop and gradually modernize the irrigation system; focus on building and consolidating the sea and river dyke systems; build disaster prevention works; rapidly and sustainably develop power sources; complete the power grid system in conjunction with the use of energy-saving technology; modernize the information and communications industry; develop a clean and hygienic water supply system for urban areas, industrial zones and residential areas; fundamentally solve the problem of drainage and wastewater treatment in urban areas.
- Service sectors: with the goal that this economic sector must achieve a growth rate higher than that of the manufacturing sector and higher than the GDP rate, our country:
- Focus on developing a number of advantageous service industries with high knowledge and technology content such as tourism, maritime, aviation, telecommunications, information technology, and healthcare; forming a number of regional and international service and tourism centers.
- Expand, develop and diversify domestic and foreign markets; effectively exploit free trade agreement markets and potential markets; rapidly increase exports, reduce trade deficits, and strive for import-export balance.
- Actively participate in the global distribution network, rapidly develop the distribution system of products with competitive advantages at home and abroad; build Vietnamese brands; diversify products and types of tourism, improve quality to meet international standards; modernize and expand high value-added services such as finance, banking, insurance, securities and other business support services; strongly develop science and technology, education and training, culture and information, sports and employment services, social security.
