The story of donating land to build raw material roads in Nghia Hanh

April 9, 2012 18:33

(Baonghean) - Nghia Hanh is a midland and mountainous commune of Tan Ky, where people's lives are still very difficult, and their economy mainly depends on raw materials: sugarcane, cassava, and acacia. The province invested in roads for sugarcane raw material areas, but there was absolutely no compensation mechanism. Nghia Hanh people voluntarily gave up their land and gardens for the project because they wished to have asphalt roads for convenient travel...

WE came to Nghia Hanh - Tan Ky at the end of the sugarcane season, but the sugarcane hills here were still in bloom and had not been harvested yet, and the cassava fields had been dug up and were waiting for the trucks to arrive. The reason was that the traffic to the inner hamlets was very difficult, and the factory cars could not enter. Currently, the road is being constructed by contractors to "save" the sugarcane and cassava material areas of Nghia Hanh and neighboring communes.

Mr. Nguyen Quang Hai donated 500 square meters of garden land for the sugarcane raw material project.

Mr. Nguyen Quang Hai - a veteran in Hamlet 6 Nghia Hanh, is the pioneer in donating land for road construction. His family has a garden along the route, and is the household that lost the most land to build the road. According to the plan, based on the main axis, the road will be widened evenly on both sides, each side 2m, so Mr. Nguyen Quang Hai's family with a road length of more than 200m, had to give up 500m2 of sugarcane land for the project.

Mr. Hai said: "This 500m2 of sugarcane can produce 4 tons per year, the harvest is also approximately 4 million VND, not to mention the large family, keeping the land for the children. I know "an inch of land is an inch of gold", but I really want to have an asphalt road to go out, I will have less worries when I get sick, corn and sugarcane will be easier to sell. At 17 years old, I took up a gun to follow the Party, now for the road for the whole village, the whole commune, if I do not set an example, will the people give the land to the State?"

Over a cup of green tea, listening to Mr. Hai confide that during the recent flood season, the water had destroyed the road along with the rice and sugarcane, making traveling on the road feel like going to war. When sick at night, even if there was a motorbike, the sick person could not be taken to the hospital. The whole neighborhood, the whole village wished for a flat road to travel on. Now that the government has invested in the road, people have discussed it, but deep down, everyone longs for an asphalt road to "change their lives". Therefore, nearly 100 households along the route from hamlets 5, 6, 7 to hamlet 8 have basically agreed to donate their land and gardens for the project.

Not only did he donate the land and not accept compensation for any crops or trees on the land, Mr. Hai also created conditions for the construction contractor to have electricity for daily use, have a place to park their motorbikes, and even watch over their motorbikes during the rainy months when construction was not possible.

After Mr. Hai - the household with the most land agreed to donate land for the project, many other households such as Nguyen Nhu Nam, Nguyen Quang An, Le Duy Binh, Le Dang Duc, Dao Van Luong... all agreed to sign the commune's commitment to create the most favorable conditions for the construction party. Mr. Dao Van Luong and many other households committed: "If the design includes the family's land, the family agrees not to demand compensation for the area, crops and constructions, and not to cause difficulties for the construction party". They were also happy when comrades Son - Deputy Secretary of the Commune Party Committee, comrade Hai - Chairman of the Commune Fatherland Front, and other organizations came to their homes to explain and mobilize.

Before that, it was not that the people did not have concerns, because the Tan Thanh Hong suspension bridge construction project (total investment capital of 14.77 billion VND) in the commune was enjoying the compensation regime of the State. But the Clearance Board went to each house, propagandized and explained to the people the meaning of the project, the reason for no compensation... they gradually understood.

Nghia Hanh sugarcane raw material road has a total investment of 14 billion VND. The provincial capital invests in the main road to the center of the raw material area according to the investment support policy in the province, along with the capital from the district and commune budgets. There is an investment policy but no compensation policy, the district has directed the Party Committee, People's Council, People's Committee, Fatherland Front and Nghia Hanh organizations to propagate and mobilize people to donate land for the project, because if they cannot mobilize, the project will be cut.

With the spirit of volunteerism and consensus, 90 households in Nghia Hanh happily donated 2.1 hectares of garden land to make asphalt roads. Because for them, "having roads means having everything".
