This achievement is the result of a fierce campaign, stemming from understanding the barriers at the grassroots level. Ms. Vo Thi Thanh Dan, Head of the Department of Culture and Society of Nghia Hanh Commune, shared about the biggest challenge: "Most of the people in the commune are farmers and usually farmers always feel they are healthy so they never use their health insurance cards. Previously, the health insurance regime was supported according to difficult areas, so when they were encouraged to buy, most of them felt it was expensive and waited until they were sick to buy it."

To solve this psychological problem, the Party Committee - People's Committee - Fatherland Front Committee of Nghia Hanh commune worked with the Tan Ky Social Insurance agency and decided to choose Hung Hoa Hamlet as a model to expand to the whole commune, implementing the targets of the Commune Party Resolution for the term 2025 - 2030. Immediately after the meeting, the People's Committee of Nghia Hanh commune organized the launching ceremony and established the Working Group to implement the model hamlet with 100% health insurance in Hung Hoa hamlet.

The campaign was implemented methodically, humanely and with high organization. From the beginning, the principle of exemplary cadres and party members taking the lead was established, with 100% of cadres participating in health insurance themselves and actively mobilizing their relatives. To ensure transparency and effectiveness, the commune publicized the list of households that had not participated in health insurance, and assigned specific targets to each inter-family group and each organization in charge of mobilizing.

"After just under a month of implementation, the results have been very encouraging with 123 people successfully participating in family health insurance. Three cases with particularly difficult circumstances have been supported by the grassroots health insurance agency, mobilizing resources from donors and annual contribution funds," said Mr. Ngo Xuan Hung, head of Hung Hoa hamlet.
