Initial information provided to Nghe An Newspaper said: For many years, veterans in Hamlet 10, Xuan Tuong Commune (Thanh Chuong) have reported that veteran Dang Dinh Hung (Hamlet 10) falsified his records to receive pension benefits and other preferential policies from the State. However, the matter fell into silence. In May 2014, during the general review of meritorious people, a veteran from Hamlet 10 continued to write a complaint against Mr. Dang Dinh Hung to the hamlet, commune, and Thanh Chuong district...
Mr. Vo Quang Trung (born in 1951) - Hamlet 10, Xuan Tuong Commune, confirmed that he had filed a complaint against Mr. Dang Dinh Hung since 2005, but it had not been thoroughly resolved, so he continued to send the petition to the authorities. According to Mr. Trung, in 1971, Mr. Dang Dinh Hung was in grade 10 at Thanh Chuong 2 High School. In May 1971, Mr. Hung was recruited into the army and was specially considered to graduate from grade 10. In May 1971, Mr. Hung served in the army; he was discharged in September 1984 and received a pension. It is incorrect to calculate that Mr. Hung's military service time was only 13 years and 4 months, so he is entitled to a pension. In addition to the pension, Mr. Dang Dinh Hung is currently entitled to the following benefits: war invalids, resistance fighters infected with toxic chemicals, soldiers with serious illnesses, one-time allowances for resistance fighters awarded medals, etc.
Regarding himself, Mr. Vo Quang Trung said that he enlisted on May 19, 1971, and was discharged in October 1988 with the rank of Lieutenant. He served in the army for 17 years and 5 months, and the total conversion coefficient was 24 years and 3 months. Upon returning to his hometown, Mr. Trung received a 2/3 sick leave allowance; his disability rate was 61%. Mr. Trung said: "In hamlet 10, Xuan Tuong, besides me and Mr. Hung, there were 4 people who studied at Thanh Chuong 2 High School, which was then located in Thanh Ha commune. In May 1971, we all participated in the military service examination, hamlet 10 had 5 people enlisting together. In the case of Mr. Dang Dinh Hung, his time in the army was only more than 13 years, how could he be eligible for retirement benefits? This is too unfair in terms of contribution and enjoyment. If the matter is not clarified, it will cause some people to use money to run for regimes and policies, causing loss of trust among the people...".

In Xuan Tuong, many people shared the petition of veteran Vo Quang Trung. Some people helped Mr. Trung find evidence to prove the content of the petition. In particular, there was a photocopy of the list of students from Thanh Chuong 2 High School who participated in military service and were specially considered for graduation on May 22, 1971. From this list, they determined that Mr. Dang Dinh Hung was born on October 19, 1952; in the 1970-1971 school year, he studied in grade 10 at Thanh Chuong 2 High School. Also studying in high school with him were Mr. Nguyen Phung Tien in hamlet 9, Mr. Nguyen Doan Nam in hamlet 8, Mr. Nguyen Doan Nham in hamlet 1... On May 18, 1971, Mr. Hung was recruited for military service, because he took the 10th grade graduation exam in June, he was specially considered for graduation. Along with Mr. Hung, there were also Mr. Nguyen Duy Nam in Hamlet 1, Mr. Nguyen Trong Lam in Hamlet 6, Mr. Nguyen Phung Yen in Hamlet 8... We asked the Inspector of the Department of Education and Training to verify information about students who graduated from Thanh Chuong 2 High School in 1971. Looking at the original copy of the results kept at the Department of Education and Training, it was true that in May 1971, the Nghe An Examination Council organized a graduation review for students who joined the military service. Thanh Chuong 2 High School had 19 students who were specially considered for graduation on May 22, 1971. Among them, there was the name of student Dang Dinh Hung, born on October 19, 1952; birthplace: Thanh Truong commune (now Xuan Tuong commune), Thanh Chuong, Nghe An; average academic performance; enlisted on May 18, 1971. Through verification, during the period 1965 - 1975 there was no title "Nurse of the Sports and Physical Training Department in Thanh Chuong District"; and there was no District Sports and Physical Training Department. Talking to us, some veteran cadres of Thanh Chuong District affirmed: "The statement of Mr. Dang Dinh Hung that from September 1964 to April 1971 he was a nurse of the Sports and Physical Training Department of Thanh Chuong District is not true. Moreover, in 1964, Mr. Hung was only 12 years old. It is impossible to work as a nurse at the age of 12. Going to high school and working as a nurse is even more absurd...!".
Working with the Xuan Tuong commune authorities, it was known that the Front Working Committee of Hamlet 10 and the People's Committee of Xuan Tuong commune had organized many times to resolve Mr. Vo Quang Trung's petition, but the result determined that Mr. Hung was correct, because Mr. Hung provided "black and white" evidence confirmed by the competent authority, born in 1946; before joining the army, from September 1964 to April 1971 he was a nurse at the Thanh Chuong district health and sports department (6 years and 8 months). Combined with 13 years and 4 months of military service, he was eligible for retirement benefits.
Mr. Le Trung Son - Secretary of the Party Committee of Xuan Tuong Commune, said that during the time he was Chairman of the Commune People's Committee, he also resolved the case of Mr. Vo Quang Trung's complaint. And recently, on August 12, 2014, the Commune People's Reception Council organized to resolve the case because Mr. Trung continued to file a complaint. According to Mr. Son, the commune spent too much time resolving this issue, but the conclusion remained unchanged. According to the conclusion of the meeting of the Xuan Tuong Commune People's Reception Council, Mr. Trung did not have any evidence to prove that the content of the complaint was incorrect. Meanwhile, Mr. Hung had documents proving that before joining the army, he worked in the medical department, so he was eligible for retirement...
However, when looking at the list of 19 students of Thanh Chuong 2 High School approved by the Nghe An Examination Council to graduate in 1971, Mr. Son was quite surprised. He confirmed that in Hamlet 10, Xuan Tuong, there was only one person named Dang Dinh Hung and explained that when he complained to the commune, Mr. Vo Van Trung did not provide this evidence, so the commune could not do otherwise. Mr. Son said: "At the commune level, there is nothing more that can be done...?!".
The representative of the Thanh Chuong District People's Council, Mr. Le Van Ty - Deputy Chief of the District People's Committee Office, said that "the content of Mr. Vu Quang Trung's complaint is well-founded...". And said: Thanh Chuong District received Mr. Vu Quang Trung's petition since early September 2014. The district has worked with the District Military Command, the Social Insurance agency... to grasp information to handle the petition. Because the procedures for Mr. Dang Dinh Hung's retirement benefits were carried out by the military, Mr. Vu Quang Trung was instructed to send his petition to that unit for settlement according to their authority. At the same time, the district has also assigned the Department of Internal Affairs to check and verify whether or not the district had a Sports and Physical Training Department during the period 1964 - 1971; was Mr. Dang Dinh Hung really a nurse at the district's Sports and Physical Training Department. Because the verification process is still in progress, it will take some time to give a specific answer...
That is the case, and in Xuan Tuong there are disturbances: camaraderie, neighborly relationships are more or less cracked by suspicion and speculation. This is truly sad. Therefore, the Thanh Chuong district government needs to pay attention to handling and promptly responding to citizens' petitions...
