However, to ensure accuracy according to the instructions of Circular 12, we have to work very carefully. In fact, there are many vehicles that have been sold to many people, without buying and selling procedures, vehicles without vehicle registration certificates, or even vehicles from pawnshops or stolen vehicles. Circular 12, which took effect from April 15, has "resolved" these problems and created conditions for people to easily register their vehicles, but if they are not careful, it will be a loophole for bad guys to legalize illegal vehicles. Therefore, to ensure accuracy and objectivity, we need to verify and the time to respond to people according to regulations is within 30 days.
In fact, through the documents submitted by people to carry out the procedures for changing the name and ownership, the provincial traffic police department discovered a case of using fake documents to "legalize" a stolen vehicle. According to Mr. Nho, the black NouVo with license plate 37N9 - 4269 is under the name of Mai Duc Hieu Nghia (born in 1988 in block 9, Truong Thi ward) and was bought by him at a pawn shop. Because it was not under the "owner's" name, he went to the Traffic Police Department of the provincial police to withdraw the original documents to return to Ha Tinh to re-register. However, during the process of researching the archives, the Traffic Police Department discovered that the license plate and re-registration were under someone else's name. Specifically, looking up the license plate, the owner of the vehicle was identified as Mr. Nguyen Khac Quyet in Xuan Bac (Hung Dung - Vinh city), Wase S, Honda brand. Looking up the engine number and frame number, the owner was identified as Phan Van Anh, block 4, Dien Chau town. Mr. Anh confirmed that the vehicle was stolen in 2010. The vehicle has now been confiscated and is being further investigated.

This number is not unexpected because currently many motorbikes in circulation are repurchased or have been bought and sold many times without being registered by the owner. In addition to verifying based on archived records (if any), the only remaining way is to send a document by post to the owner listed on the registration to request the owner to confirm whether it has been stolen or disputed. But not all cases are enthusiastic in responding. Therefore, according to Lieutenant Colonel Nguyen Duy Dong, it is inevitable that a large number of illegal vehicles, stolen vehicles pawned in pawnshops or some cases of evading administrative violations in other provinces will have to be registered...
At Traffic Police Team 146, since Circular 12 took effect, and at the same time the state decided to reduce the registration tax for cars registered from the second time onwards to 2%, the number of people registering has increased dramatically, 2 to 3 times higher than usual. At the same time, mobilize staff to work overtime, including Saturdays and Sundays, during office hours to receive people, publicly guide people to know how to receive documents, and complete document procedures outside office hours.
Regarding the penalty, Lieutenant Colonel Nguyen Duy Dong emphasized: People need to understand that it is not a penalty for "unregistered" vehicles, but a penalty for buying and selling vehicles (after 30 days) without completing the procedures for transferring ownership of the vehicle. Traffic police and other police forces mobilized to participate in ensuring traffic order and safety also do not stop vehicles to control and handle the act of "not transferring ownership of vehicles according to regulations" for vehicles in circulation on the road, but only do so through registration, license plate issuance; investigate and resolve traffic accidents through professional technical means and equipment; cases of vehicles violating the law are temporarily detained according to regulations and through investigation of criminal cases.
