Change phone number to 10 digits: Customers must go to the bank to update their subscription
According to Deputy Minister of Information and Communications Pham Hong Hai, due to legal issues, 11-digit mobile subscribers, after switching to 10 digits, must go to the bank to update the phone number to connect to banking services, instead of the banks proactively updating the newly converted subscribers for customers.

Deputy Minister Pham Hong Hai said that the Ministry of Information and Communications has worked with the State Bank many times. Initially, the State Bank of Vietnam also planned to automatically convert for customers. However, after considering all legal issues, this could not be done.
According to regulations, changing the phone number to connect to the bank must come from the user. Therefore, customers who are using 11-digit mobile subscriptions to connect to banking services such as internet banking, SMS banking services must proactively go to transaction points to change the contact number.
Deputy Minister Pham Hong Hai requested that network operators must soon have a detailed plan for converting network codes. On that basis, the State Bank will disseminate it to all commercial banks so that they are ready to adjust and accept the number change.
Regarding social networks and applications that use mobile phones as accounts, according to Deputy Minister Pham Hong Hai, there are applications that automatically update new subscribers for users such as Zalo. However, users will most likely have to change it themselves.
According to the plan to convert mobile subscriber codes from 11 digits to 10 digits of the Ministry of Information and Communications, from September 15, more than 60 million 11-digit mobile subscribers will be converted to 10-digit mobile subscribers. The detailed roadmap for converting each prefix number will be implemented by the network operators.
Viettel said it will completely convert in September. The conversion will take place over 8 nights, equivalent to 8 prefixes. MobiFone said it will convert from September 15 to October 7. The conversion process will also take place in many phases according to different prefixes. Vinaphone also completely converted in September with 5 conversion phases, equivalent to 5 prefixes.

Before the complete conversion, there will be a parallel dialing period and a notification tone period for the conversion. Specifically, from 00:00 on September 15, 2018 to 23:59 on November 14, 2018, parallel dialing will be performed, meaning that subscribers calling both the old and new network codes will be able to answer the phone. From 00:00 on November 15, 2018 to 23:59 on June 30, 2019 is the period of maintaining notification tones.
During this time, calls dialed under the new network code will be processed normally, calls dialed under the old network code will be routed and the notification tone will be in both Vietnamese and English. From 23:59 on June 30, 2019, calls will only be successful when users dial under the new network code.
When converting to 10 digits, Viettel's 11-digit mobile subscribers will switch to 03, Vinaphone subscribers will switch to 08 and MobiFone to 07. Vietnammobile and Gmobile subscribers will also switch to 05.
Specifically, Mobifone's prefixes 0120, 0121, 0122, 0126, 0128 will be transferred to 070, 079, 077, 076, 078 respectively. With Vinaphone, the prefixes 0123, 0124, 0125, 0127, 0129 will be transferred to 083, 084, 085, 081, 082 respectively. With Viettel, the prefixes 0162, 0163, 0164, 0165, 0166, 0167, 0168, 0169 will be transferred to 032, 033, 034, 035, 036, 037, 038, 039 respectively.
With Vietnammobile, the prefixes 0186 and 018 will be transferred to 056 and 058 respectively, and with Gmobile, the prefix 0199 will be transferred to 059.
When converting, the last 7 digits of the mobile subscriber number remain the same. For example, subscriber 0169.5678.945, after converting the network code, will have a new subscriber number of 039.5678.945, meaning that only the old network code (0169) will be replaced with the new network code (039).
