(Baonghean.vn) -After dog theft became rampant in the area, the people of Nghi Long commune (Nghi Loc, Nghe An) immediately took the initiative to set up barriers to block the roads in the village and set a “curfew” time. Although it brought some positive results in maintaining security and order in the area, it also caused a lot of trouble!
Set up barriers to catch dog thieves
Coming to Nghi Long commune, many people will be surprised because when going to any intersection or road in the commune, they will see barriers blocking the road. When asked, the people here said that these are checkpoints in the pursuit of dog thieves who are disrupting their lives. They also consider these as solid "fortresses" to protect people at night. Thanks to it, people's sleep is deeper, and dogs are no longer stolen like before.
Dog theft has decreased significantly since barriers like this were put in place.
Mr. Nguyen Dinh Binh (Hamlet 8) said: These barriers not only reduce dog theft in the commune but also make us people more united. He explained that around mid-2011, there were countless dog thieves. They not only "acted" at night but also brazenly stole dogs during the day. Many people who reacted were attacked by them, then threatened, and at night they had rocks thrown at their houses. The people were extremely confused, so no one dared to speak up and go out at night. The commune police force at that time was helpless, because they were too reckless and often rode large-engine motorbikes, so they could easily escape when there was an incident. These barriers made us feel more secure, because when suspicious subjects appeared, these checkpoints would be closed, and people would rush out together with enough tools in hand to capture them.
Mr. Nguyen Quoc Trung (Vice Chairman of Nghi Long Commune People's Committee) said: After the people of hamlets 1 and 2 set up these checkpoints effectively in preventing dog theft, we organized a meeting to discuss and exchange ideas, and most of the people agreed to set up these checkpoints. Up to now, the whole commune has nearly 100 checkpoints like this, which will be placed at intersections and roads leading to and from hamlets. Each month, each household will pay a fee called remuneration for the person who sets up and opens the checkpoints.

Assessing the effectiveness of these barriers, Mr. Dang Doan Thanh (Chief of Nghi Long Commune Police) said: Previously, Nghi Long was the area where dog thieves often appeared the most. There was a time when people in the commune lost their dogs every day. We coordinated with the hamlet police force and the militia, but the situation did not improve much. Besides, Nghi Long is a commune with a large terrain, dense population, bordering many communes and regions, so the security and order situation in the area is very complicated. However, since the establishment of these checkpoints, the security situation in the area has been more stable. The hamlets themselves stipulate that after 10 p.m., these barriers will be locked, and the keys will be given to a household closest to the barrier. Therefore, people in the commune, whether they go out or visit their brothers, try to return before 10 p.m. Many people who come to the commune to visit their brothers and friends also know to return before the checkpoint closes. That means, after 10pm is curfew, "no one goes out, no one comes in"!
However, there have been many inconveniences caused by the appearance of these checkpoints. Many people who go on business trips or have urgent matters and come back late have to leave their motorbikes at a relative's house and walk home. Or there are cases of illness that need to be taken to the emergency room in time at night, but to get through dozens of checkpoints in many neighborhoods is really not fast, and of course it causes inconvenience to the homeowners who hold the barrier keys!
Mr. Nguyen Quoc Trung shared: When the commune agreed to let the hamlets set up checkpoints at the crossroads, we had anticipated all the negative effects it would cause. However, given the current situation, this is only a temporary solution. Moreover, everything has two sides. However, setting up checkpoints is the wish of the majority of people and is to serve the people.
