The Government Inspectorate has just issued a document asking for opinions from ministries, sectors and People's Committees of centrally-run provinces and cities on the assessment of whistleblower protection policies. The purpose of this work is to strengthen effective measures to protect whistleblowers in general and those who discover and denounce corruption in particular.
Specifically, the Inspectorate will ask for opinions on the number of cases in which whistleblowers were retaliated against or threatened with retaliation, the number of whistleblowers who were retaliated against or threatened, the number of people who were administratively or criminally prosecuted for retaliation or threats of retaliation against whistleblowers, etc. In addition, the units will also present results on the number of whistleblowers requesting protection of information confidentiality, protection of life, property, protection of reputation, and work position, etc.
In addition, the Government Inspectorate also asked for opinions on evaluating and analyzing current regulations on the protection of whistleblowers: Are the regulations suitable for practice? Are the protection measures comprehensive? Are the procedures clear? Are the roles and responsibilities of agencies, organizations and individuals specifically and appropriately regulated?...
Local ministries and sectors will also propose additional protection measures to effectively protect whistleblowers; propose amendments and supplements to current regulations to effectively implement current protection measures? Is it necessary to develop separate regulations on protecting corruption whistleblowers or apply current regulations and protect whistleblowers?...
