Mechanism to support investment in construction and upgrading of facilities of health stations in communes, wards and towns in Nghe An province in the period 2013-2015
(Baonghean) -(Resolution No. 95/2013/NQ-HDND dated July 17, 2013 of the People's Council of Nghe An province, term XVI, 9th session).
Article 1. Scope of regulation and applicable subjects
1. Scope of regulation
This Resolution stipulates the mechanism to support investment in new construction and upgrading of facilities of Commune, Ward and Town Health Stations (hereinafter referred to as commune level) in Nghe An province in the period 2013 - 2015.
2. Applicable subjects:
a) Newly separated communes that do not have a health station or communes located in the project area must move to a new location (called communes without a health station).
b) Communes under Resolution 30a of the Government, especially disadvantaged communes and especially disadvantaged communes in coastal areas of the province have health stations but do not have enough functional rooms (according to regulations of the Ministry of Health).
c) Communes in mountainous areas and other regions (other than the communes specified in Point b of this Clause) have seriously degraded health stations and do not have enough functional rooms (according to regulations of the Ministry of Health).
d) Health Stations have not met more than 50% of the list of medical equipment (according to regulations of the Ministry of Health).
Article 2. Investment scale
1. Construction scale:
Commune health stations are built according to the model design issued in Decision No. 5701/QD.UBND-CNXD dated November 26, 2010 of the People's Committee of Nghe An province on approving the model design of ward, commune and town health stations in Nghe An province and Decision No. 3447/QD-BYT dated September 22, 2011 of the Ministry of Health on promulgating the set of national criteria for commune health for the period 2011 - 2020.
2. Investment scale:
Invest in purchasing medical equipment for the Health Station according to the List specified in Decision No. 1020/QD-BYT dated March 22, 2004 of the Ministry of Health and Decision No. 437/QD-BYT dated February 20, 2002 of the Minister of Health (List IV)
3. Bed size:
Maintain the scale of each Health Station with 5 - 7 beds.
Article 3. Capital sources and investment mechanisms
1. On basic construction:
a) For communes 30a:
Invest in new construction and upgrade of infrastructure of the Health Station from capital sources according to Resolution 30a of the Government and other legal capital sources, capital sources from the State Bank.

b) For the remaining communes:
- Provincial budget source:
+ Invest 100% of funds for extremely disadvantaged communes and extremely disadvantaged communes in coastal areas;
+ Investment support for each mountainous commune health station is 2.5 billion VND and for each commune in other areas is 2.0 billion VND (except for communes under Resolution 30a, especially disadvantaged communes and especially disadvantaged communes in coastal areas).
- District and commune budgets and legal capital sources: Invest in the remaining funding (outside the provincial budget) to build the above-mentioned commune health stations.
2. About medical equipment:
Mobilize different capital sources (from the state budget, socialized capital, ODA capital, etc.) to invest in purchasing equipment for Health Stations according to the roadmap for implementing the National Criteria Project on Commune Health.
Article 4. Implementation progress
In the 2013 - 2015 period, investment will be made to upgrade 112 commune health stations to the maximum, in which, efforts will be made to mobilize all available resources to complete according to the following schedule:
1. 2013: Invest in building and upgrading up to 32 health stations that do not have stations and have poor infrastructure (List I).
2. 2014: Invest in construction and upgrade of up to 40 Health Stations (Category II) and upgrade medical equipment for 60 Health Stations (not yet invested in upgrading medical equipment) (Category V).
3. 2015: Invest in construction and upgrade of up to 40 Health Stations (Category III) and upgrade medical equipment for 70 Health Stations (not yet invested in upgrading medical equipment) (Category VI).
Article 5. Implementation
Assign the People's Committee of Nghe An province to implement this Resolution.
Article 6. Entry into force
This Resolution was passed by the 16th Provincial People's Council at the 9th session on July 17, 2013 and takes effect 10 days after the date of passage.
