Mechanism to encourage the application of scientific and technological advances in the province

(Baonghean) - The Provincial People's Committee has just issued Decision No. 24/2014/QD-UBND on the mechanism to encourage and support organizations and individuals to invest in new technology, technological innovation, research and application of scientific and technological advances in Nghe An province.

Specific support levels are as follows:

1. In the field of Standards - Measurement - Quality:

Support organizations and individuals to carry out one of the following contents and be certified by competent authorities:

a) Apply a quality management system that complies with one of the following standards: ISO9001:2008, ISO14.000, ISO 22000, GlobalGap, HACCP. TQM, GMP and other current quality management systems being applied domestically and internationally. Support level: 30 million VND for first-time certification.

b) Certification of products meeting national and international standards

Support level: 10 million VND/product.

c) Registering domestic and foreign codes and barcodes

Support level: 2 million VND/code.

2. In the field of industrial property

Support organizations and individuals to carry out one of the following contents and be certified by competent agencies and units:

a) Register domestic protection for trademarks or industrial designs of products that the enterprise is manufacturing, trading, or providing services.

Support level is 10 million VND/brand or industrial design of product.

b) Registering for protection abroad for trademarks or industrial designs of products.

Support level: 50% of total cost, but not more than 20 million VND.

c) Inventions, patents, and useful solutions applied to production associated with products, assessed by the Appraisal Council as having scientific and technological value and bringing about socio-economic efficiency.

Support level: 30 million/invention or useful solution.

3. Organizations and individuals participating in domestic and international technology and equipment markets and certified by the Appraisal Council:

a) Participate in the technology and equipment market in the North Central region

Support level: not more than 10 million VND/unit.

b) Participate in technology and equipment markets outside the North Central region:

Support level: not more than 20 million VND/unit.

c) Participate in international technology and equipment markets

Support level: not more than 30 million VND/unit.

4. Participate in Nghe An Technology Exchange

Organizations and individuals with new technology, equipment and products participating in Nghe An Technology Exchange, which are assessed by the Appraisal Council to have socio-economic efficiency, will be supported with costs for decorating booths to display and introduce products.

Support level: maximum not exceeding 10 million VND/participation.

5. Building an e-commerce information system

Organizations and individuals who build e-commerce information systems and are assessed by the Appraisal Council to have socio-economic efficiency will be supported with domain name registration, server rental, Internet line rental for the first year and costs for designing and building e-commerce information systems.

Support level: not more than 20 million VND/organization, individual.

6. In implementing new technology investment projects, technological innovation, research, and application of scientific and technological advances, if the appraisal council assesses the project as having scientific and technological value and bringing about socio-economic efficiency, the following support will be provided:

a) Support content:

Technology transfer costs include: Technical know-how, technological knowledge transferred in the form of technological plans, technological processes, technical solutions, formulas, technical specifications, drawings, technical diagrams, computer programs, data information...;

- Cost of raw materials and energy for trial production;

- Cost of supporting wages for workers and technical staff directly involved during trial production;

- Cost of testing the quality of trial production products, advertising and product introduction costs;

- Cost of purchasing new, advanced, modern equipment in the production line and quality testing equipment;

- Costs of supporting training and coaching on vocational skills, technology management capacity and technology innovation for technical staff

b) The support level does not exceed 30% of the total cost of the above contents but not more than 500 million VND/project.

The funding source from the Science and Technology Development Fund of Nghe An province is supplemented from the annual science and technology career funding source.
