There are preferential mechanisms for households assigned protective forest areas.
(Baonghean.vn) - Voters in Tuong Duong, Con Cuong, Quy Chau, Que Phong districts... proposed that there should be preferential mechanisms for households that are allocated areas of protective forests and special-use forests. At the same time, when allocating land to people, plots of land should be allocated near residential areas to create favorable conditions for people in production.
The relevant authorities responded to this issue as follows:
+ Regarding the preferential mechanism for households assigned protective forest areas, it is stipulated in Articles 18 and 19 of Decision No. 17/2015/QD-TTg dated June 9, 2015 of the Prime Minister promulgating the regulations on protection forest management, in which: ''People assigned, leased or contracted to long-term protective forests are allowed to organize combined agricultural and fishery production on land without forests, planted forests with closed canopy in accordance with the planning and protection and development plan of the protective forest; are entitled to all forest products exploited and utilized from natural protective forests after paying taxes and fees according to current regulations; are entitled to all forest products exploited from planted protective forests with the state budget; are entitled to the value obtained from non-forestry services; are entitled to all combined agricultural and fishery products...''

+ Regarding the preferential mechanism for households allocated special-use forest areas, it is stipulated in Article 8, Decision No. 24/2012/QD-TTg dated June 1, 2012 of the Prime Minister on investment policy for special-use forest development in the period 2011-2020, in which: ''The state budget supports investment for communities in buffer zones to co-manage special-use forests; the support level for each village is 40 million VND/village/year to spend on the following contents: Investment in improving production development capacity (agricultural extension, forestry extension, tree varieties, animal breeds, small-scale agricultural and forestry processing equipment); support for construction materials for villages (for public works of the community such as clean water, lighting, communication, village roads, cultural houses...).

Allocating land near residential areas to create favorable conditions for people in production is the top principle to improve land use efficiency and protect forest resources. In the coming time, the Provincial People's Committee will assign the Protection Forest Management Boards and Nature Reserves to implement this content well.
