Can the head of household receive 100,000 VND on September 2nd on behalf of family members?

I understand that Vietnamese citizens will receive 100,000 VND/person from the Government on the occasion of the 80th anniversary of the August Revolution and National Day September 2. But can we receive it as a household and can the head of the household receive it on behalf of family members? This is a concern of Mr. Nguyen Van The (Truong Vinh Block, Nghe An).

Reply:According to Resolution 263/NQ-CP of 2025 on giving gifts to people on the occasion of the 80th anniversary of the August Revolution and National Day September 2.

Specifically, in Article 1 of Resolution 263/NQ-CP in 2025, Vietnamese citizens and people of Vietnamese origin whose nationality has not been determined but have been granted an identity card, are residing in Vietnam and have been collected, updated, and assigned a personal identification number in the National Population Database, established by the end of August 30, 2025, will be given 100,000 VND/person on the occasion of the 80th anniversary of the August Revolution and National Day September 2.

In particular, for receiving gifts in the form of households, the following instructions are given:

Gift giving form

a) Give gifts once per household with permanent residence, the amount of money for each household is determined for each person in the household according to national population data; the head of the household (or a family member legally authorized by the head of the household) receives the gift on behalf of each person according to the list and is responsible for delivering the gift to the members of the household. In case the citizen does not have a permanent residence, the gift is given directly to each person or to the person authorized by the citizen.

Accordingly, for the form of receiving gifts by household, gifts will be given once per permanent household.

The amount of money for each household is determined for each person in the household according to national population data.

The head of household or a family member legally authorized by the head of household is entitled to receive the gifts on their behalf according to the list of each person and is responsible for delivering the gifts to the members of the household.

Note: In case a citizen does not have a permanent residence, the gift will be given directly to each citizen or to a person authorized by the citizen.

At the same time, Official Dispatch 13578/BTC-NSNN in 2025 guides the giving of gifts to people on the occasion of the 80th anniversary of the August Revolution and National Day September 2.

For direct gift giving in cash:

People can go to the gift-giving location organized by the Commune People's Committee at their permanent residence, temporary residence, or current residence to receive gifts. When receiving gifts, people must present their citizen identification or legal documents as prescribed by law. In case of receiving on behalf of a person, a valid power of attorney or birth certificate is also required if receiving on behalf of a minor.

Thus, the business owner or a family member legally authorized by the business owner can go to the gift-giving location organized by the Commune People's Committee at the place of permanent residence, temporary residence, or current residence to receive gifts for the household members.

People receive gifts by directly following the announcement of the Commune People's Committee about the gift giving location.

Depending on the plan of each region and locality, people can receive 100,000 on September 2 directly in the following ways:

- Go directly to each house to give money.

- Announce the time and place of gathering (such as cultural house, house of the head of the residential group, village chief...) for people to come and receive.
