According to Article 25 of the 2024 Law on Road Traffic Order and Safety, stopping and parking on highways is only allowed at permitted locations. In case of technical problems or force majeure, the driver is allowed to stop or park in the emergency lane in the same direction as the vehicle is traveling and must turn on the emergency lights to warn.
If the vehicle cannot be put into the emergency lane, the driver must turn on the emergency lights and place a sign or warning light behind the vehicle at a minimum distance of 150 meters. At the same time, the traffic police or the highway management agency must be promptly notified for timely handling.
Regarding penalties, according to Point c, Clause 7, Article 6 of Decree 168/2024/ND-CP (effective from January 1, 2025), drivers who stop or park their vehicles in the wrong place on the highway will be administratively fined from 12 to 14 million VND. At the same time, this behavior will also result in a deduction of 06 points on the driver's license according to new regulations on driver's license point management.
