The demand for housing under 2 billion VND is increasing, Hanoi has implemented the CT3 social housing project in Kim Chung urban area, Dong Anh. It is expected to provide 1,104 apartments with a selling price of about 18.4 million VND/m².

Social housing project in Dong Anh

The CT3 social housing project, implemented by the joint venture between HANDICO and Viglacera, is located on plot CT3 in Kim Chung urban area, Dong Anh district. The CT3 project includes three 12-storey apartment buildings and a penthouse, coded CT3A, CT3B and CT3C.

The total construction floor area is approximately 109,410 m², of which the basement area is 15,660 m² and the floor area from the 2nd floor to the attic is 85,946 m².

The project is expected to be completed and put into use from the fourth quarter of 2026, providing accommodation for nearly 3,900 people eligible for social housing in Hanoi.

With an expected selling price of 18.4 million VND/m² (including 5% VAT and 2% maintenance fee), apartments at the CT3 project offer people the opportunity to own a house for less than 2 billion VND.

For example, a 60 m² apartment will cost about 1.104 billion VND, suitable for the financial capacity of many low and middle-income households.

In mid-February 2025, the Hanoi People's Committee allocated 24,000 m² of land at CT3 plot in the Kim Chung new urban area to the consortium of HANDICO and Viglacera to implement the social housing construction project. This move demonstrates the active support from the local government in solving the housing needs of the people.

Land allocation policy to support social housing development

In February 2025, the Hanoi People's Committee decided to allocate 24,000m² of land in Kim Chung urban area to the HANDICO - Viglacera joint venture to implement the project. Of which:

21,299m² of land is used to build social housing.

2,701.6m² of land for internal traffic, ensuring convenient connection for residents.

The investor is allocated land with land use fees collected for a term until 2061.

Apartment owners will have long-term ownership, helping to stabilize their residence.

Other social housing projects in Hanoi

In addition to the project in Kim Chung, another social housing project in Ha Dinh also attracted attention. In December 2024, the NO1 Ha Dinh project, implemented by a consortium of UDIC, Hanoi Electricity and Water Construction and Installation, and DAC Hanoi, officially started construction with 440 apartments.

Rental price: 150,000 VND/m²/month

Rental price: 390,000 VND/m²/month

Scale: 1 25-storey apartment building, providing 365 social housing units
