From January 1, 2013, car driving training facilities must have automatic transmission vehicles (owned or contracted), ensuring the number of driving practice hours according to the training content and program.

This is a notable content in Circular 46/2012/TT-BGTVT regulating training, testing, and granting of road motor vehicle driving licenses replacing Circular07/2009/TT-BGTVTand Circular15/2011/TT-BGTVT.

In addition to having an automatic transmission vehicle, Circular 46/2012/TT-BGTVT requires that newly invested trucks used to teach driving for classes B1 and B2 must have a load capacity of 1,000 kg or more, with the number not exceeding 30% of the total number of training vehicles of the same class at the training facility.

Increase the time and number of kilometers required for driving practice

Circular 46/2012/TT-BGTVT also stipulates an increase in training time and number of kilometers of driving practice on B1, B2, and C class training vehicles. Specifically, according to the provisions of Circular 07/2009/TT-BGTVT currently in effect, training time for B1 class is 536 hours, driving practice 960km/student; B2 class is: 568 hours, 960km/student; C class is: 888 hours, 1000km/student. According to the new regulations, training time is increased as follows: B1 class is 556 hours (increased by 20 hours); B2 class is 588 hours (increased by 20 hours); C class is 920 hours (increased by 32 hours); driving practice kilometers/student for these 3 classes also increased to 1,100 km.

Up to now, the country has 291 car driving training facilities, 409 motorcycle driving training facilities and 84 driving test centers with more than 20,000 teachers.

Speaking to reporters of the Government Portal, Mr. Nguyen Van Quyen, Deputy Director General of the Vietnam Road Administration, said that the Ministry of Transport and the Vietnam Road Administration conduct inspections of Departments of Transport, training facilities, and driving test centers nationwide every two years. Departments of Transport annually inspect training facilities and driving test centers under their management; and implement a monitoring regime for driving tests.
Through inspection and examination work, the Vietnam Road Administration found that the management of training, testing, and issuance of driving licenses is basically carried out by the Departments of Transport according to regulations. Driver training is public and transparent in terms of training content and programs; contracts are signed and terminated with car driving learners, tuition fees are collected according to regulations; training management is organized according to the content and programs of the Ministry of Transport; end-of-subject and final exams are organized to issue graduation certificates and maintain, manage, and archive records according to regulations...
