In particular, this model has been scrutinized more closely as many poor people in Dak Lak are at risk of bankruptcy due to borrowing money to pay into the MB24 network.
Responding to reporters about the operating model of the Online Trading Training Joint Stock Company (MB24), Mr. Tran Huu Linh, Director of the Department of E-commerce - Ministry of Industry and Trade, said that since the end of 2011, the Department has continuously received feedback from individuals and organizations about the current situation of taking advantage of e-commerce to make illegal profits. Specifically, opening a booth on the website but not focusing on investing in the brand but mainly expanding the network to get very high commissions.

According to Mr. Linh, since August 2011, MB24 has submitted an application to register to open an e-commerce trading floor to the Department, but the application was considered invalid because it lacked too much information as stipulated in Circular 46. Even the company's contracts when introducing services to stall owners did not have complete information. Therefore, on March 28, 2012, the Department sent an official letter to MB24 and refused to confirm the registration.
However, according to Mr. Linh, this company has grown very strongly due to the profit from commissions and the very attractive benefits that MB24 has offered. On April 18, 2012, the Department of E-commerce issued an official warning on the website of the Ministry of Industry and Trade and sent it to the Department of Industry and Trade of 63 provinces and cities, asking consumers to be cautious because there is no buying and selling activity.
In particular, on July 24, 2012, the Department coordinated with industry associations, including the Vietnam E-commerce Association, to terminate MB24's membership.
Mr. Linh said that recently, this agency has coordinated very closely with relevant agencies to review and handle similar cases.
Accordingly, the investigation of the Department of E-commerce shows that currently, MB24 is not the only company operating under this model, but there are currently more than 40 other companies operating in the same form on the market.
People need to be very careful
Sharing with reporters about the direction of handling companies operating under the "disguised multi-level marketing" model, Mr. Tran Huu Linh said that in the short term, the Department of E-commerce has requested industry associations and the Department of Industry and Trade to advise people to be extremely cautious when participating in e-commerce models with multi-level behavior, attracting members to mobilize illegal finance. Therefore, those who want to get rich quickly need to be especially vigilant.
“The Ministry of Industry and Trade has been assigned by the Prime Minister to develop a new Decree on e-commerce to replace the Decree of 2006. Currently, the Draft Decree is being consulted publicly. The draft new Decree will prohibit companies from organizing multi-level marketing networks with e-commerce trading floor services. When issued, these models will certainly have no basis for existence," said Mr. Linh.
Meanwhile, sharing about the issues surrounding this story, Deputy Minister of Industry and Trade Nguyen Nam Hai also said that recently, the Department of E-commerce and Information Technology of the Ministry of Industry and Trade has continuously received feedback from organizations and individuals about the activities of some businesses taking advantage of e-commerce to mobilize large amounts of cash from the network of participants. Currently, these actions are being inspected and handled.
