Child with deformity, couple allowed to have third child

Families with one or two children with autism, epilepsy, psoriasis, deafness, or non-genetic diseases will be allowed to have more children.

This content is included in the circular listing non-genetic defects and serious diseases to determine which couples are allowed to have a third child, issued by the Ministry of Health.

Accordingly, from March 1, couples with one or two children with disabilities or serious illnesses listed in the list of 158 diseases such as sequelae of syphilis, polio; cancer; autism; epilepsy; visual impairment; deafness; psoriasis; asphyxia during childbirth with sequelae; heart failure... can have a third child without violating regulations.

Dr. Duong Quoc Trong, Director General of the General Department of Population (Ministry of Health) said that this procedure is quite simple, only needs to be confirmed by the Provincial or Municipal Medical Examination Council or the Central Medical Examination Council. Couples also do not need confirmation from their workplace or place of residence.

According to Mr. Trong, allowing a third child with such strict regulations will not affect the quality or size of the population.

In 2013, Vietnam's population exceeded 90 million and each woman gave birth to an average of two children. According to regulations, each couple is allowed to have one or two children, with special cases regulated by the Government. Specifically, remarried couples are allowed to have one or two more children together if one of them already has children of their own. If both of them already have children of their own, they are only allowed to have one child. This regulation does not apply to cases where two people have had two or more children together and the children are still alive.
