Con Cuong: Need to resolutely dismantle illegal constructions

The people have reported the incident many times but the government has not yet taken decisive measures.
(Baonghean) - Recently, Nghe An Newspaper received a petition from the people of Hamlet 2, Block 2, Con Cuong Town, Con Cuong District, reflecting on the fact that currently in the block there is Mr. Luong Quang Trung's family, although they have received compensation for land clearance to renovate and upgrade National Highway 7A, his family still proceeds to build a solid house on the compensated area... The people have reported the incident many times but the government has not yet taken decisive measures.
According to Decision No. 2236/QD-UBND of the People's Committee of Con Cuong district dated October 30, 2012 on approving the compensation and support plan for site clearance in the 14th phase of the National Highway 7A upgrading project through Bong Khe commune - Con Cuong town, 27 households in the area have received compensation. Of which, Mr. Luong Quang Trung's family (Hamlet 2, Block 2, Con Cuong town) was compensated VND 826,744,000, with a total area of land to be handed over of 188.2 square meters. However, Mr. Trung's family still brazenly encroached on the area that had been compensated for site clearance, 7.8 square meters. This incident caused public outrage. Mr. LHN, a resident of Block 2, was upset: “Mr. Trung started building a house on the compensated area in February 2013. As soon as Mr. Trung’s family dug the foundation and poured concrete piles, the people reported it to the authorities, but after a short time, Mr. Trung’s family brazenly continued to build and is currently in the finishing stage.”

It is known that although the incident took place in February 2013, it was not until August 20, 2013 that the People's Committee of Con Cuong Town issued Decision No. 177/QD-CT, administratively fining Mr. Trung's family 1 million VND, requiring Mr. Trung to dismantle the construction on the land that had been compensated and recovered to serve the construction of National Highway 7A. The Decision clearly stated: "Mr. Luong Quang Trung must strictly comply with the Penalty Decision within 10 days from the date of receiving the Penalty Decision, which is August 20, 2013. After the above deadline, if Mr. Luong Quang Trung deliberately fails to comply with the Penalty Decision, the People's Committee of the Town will request the competent authority to enforce the implementation".
Next, the announcement of Conclusion No. 93/TB-UBND dated October 23, 2013 of the Chairman of the Con Cuong District People's Committee at the dialogue with the Party Committee, the management board, Mr. Luong Quang Trung's household and all the people of Hamlet 2, Block 2, Con Cuong Town also clearly stated: "The re-encroachment of land that has been compensated for site clearance and the construction of a house encroaching on the cleared land of Mr. Luong Quang Trung's household, Hamlet 2, Block 2, Con Cuong Town is wrong and a violation. The meeting of Block 2 staff, Con Cuong Town People's Committee mobilized and propagated Mr. Luong Quang Trung's household to voluntarily dismantle and return the area that the State had compensated for site clearance. In case Mr. Luong Quang Trung's household does not comply, the District People's Committee will assign the following departments: Industry and Trade, Natural Resources and Environment, Finance - Planning, Justice, District Inspectorate, District Police and the Town People's Committee to consolidate the dossier to carry out the steps according to the provisions of law". However, up to now, after many campaigns and decisions on penalties, the matter has not progressed and currently the 3-storey house of Mr. Luong Quang Trung's family is in the process of completion.
Thus, the fact that Mr. Luong Quang Trung's family in Hamlet 2, Block 2, Con Cuong Town encroached on land after receiving compensation to build a house is true. Therefore, Con Cuong District needs to implement coercive measures to force Mr. Trung's family to dismantle the illegal construction on the land that has received compensation, in order to ensure fairness for all people, as well as the strictness of the law. At the same time, there must be strict measures to handle the district and commune government officials responsible for not handling the case thoroughly, allowing Mr. Trung's family to drag on, causing resentment among the people. The Party cell where Mr. Trung lives also needs to seriously review Party member Luong Quang Trung.
During the process of investigating the issue, we also received a request to reopen the residential road from the people of Hamlet 2. Through observation, we see that this is a legitimate wish and has a basis for implementation, so Con Cuong district needs to make a request to Project Management Board 4 - the unit managing and constructing Route 7 for consideration, in order to facilitate daily travel for people, as well as escape for people when floods occur.
