Con Cuong: Exciting rural traffic development

(Baonghean) - The movement to build rural traffic has been positively responded to by ethnic minorities in Con Cuong district. Village roads have been expanded and upgraded, helping localities to promote socio-economic development and continue to build new rural areas.

Chi Khe is one of the three key communes for new rural construction in Con Cuong district. The movement to build rural roads here has developed very strongly. The wide concrete roads have been put into use for more than a year in three villages: Lien Dinh, Trung Dinh and Nam Dinh of Chi Khe commune, which have solved many conditions for people's travel, living and production, especially ending the scene of students in the villages having to roll up their pants and grope their way to school on rainy days.

Talking about the days of working with the villagers to build the road, Ms. Lo Thi Tham, a resident of Nam Dinh village happily said: “My family is not rich, but when the village cadres held a meeting with the villagers, raised the policy and called on all the villagers to donate land, contribute money and working days, and together with the State to build the road, I was willing to contribute more than 1 million VND and many working days to pour concrete on the road surface. When the road was finished, in the harvest season, rice from the fields was transported directly to the house, without having to carry it like before. Children going to school, adults going to the market... now sit on motorbikes and drive quickly”. In Nam Dinh, Lien Dinh and Trung Dinh villages, there are hundreds of other households donating land, cutting down old trees... to build the road completely voluntarily, demonstrating the importance of knowing how to promote the internal strength of the people.

Over the past 3 years, Con Cuong district has mobilized resources to implement the New Rural Development Program with more than 593 billion VND. Of which, the central budget is nearly 13.9 billion VND; combined capital from programs and projects is more than 478.6 billion VND; the provincial budget is nearly 82 billion VND; the district and commune budgets are more than 3 billion VND; and the people have contributed nearly 16 billion VND. The whole district has built 74 km of concrete roads within villages and hamlets; and implemented 16 inter-commune traffic works.

In Chi Khe commune, today, the road to Son Khe village is being widened by machinery day and night. Son Khe is a Thai ethnic minority village, the only village in Chi Khe commune to benefit from the 135/CP Program, so the inter-village road connecting National Highway 7 and the village, 2.4 km long, is being built with the combined resources of the 135 Program and the New Rural Construction Fund, with an investment of more than 5 billion VND. The project is divided into 3 packages, the first package is nearly 1 km long, has been concreted, the second package is being implemented by An Vinh Investment and Construction Joint Stock Company. Previously, the road to Son Khe village was narrow, steep, and cars could not enter, but now the road has been widened to 7 m, making it easier for people to travel, and goods can be transported to the village.

Mr. Loc Van Hoi - Chairman of the People's Committee of Chi Khe commune said: In the process of building the new rural area, the most favorable thing is that there are many suitable policies of the Party and the State, especially the policy of supporting 100% of cement for people to build rural roads. From there, people highly agreed, agreed to contribute money, labor and donate land to open roads. Although the locality has up to 65% of ethnic minorities, life is still difficult, but with the spirit of building the homeland, people have contributed human resources and resources with the State to build new roads, serving many practical needs of life.

Up to now, Chi Khe has had 3/13 villages complete concrete road surface, Bai Oi village is implementing concrete pouring. The plan in 2014, the locality will receive 1,150 tons of cement to build rural roads. Strive to complete the traffic criteria by the end of 2014 and complete the NTM criteria by 2015. There are some criteria that are facing difficulties, including the poverty rate criterion, Chi Khe's solution is to promote planting raw material forests. Currently, the locality has 2,500 hectares of hilly land, of which only 700 hectares of acacia have been planted. One reality that hinders forest growers is that there is no transportation system to the raw material area, so forest growers have to sell at low prices. Therefore, the locality's policy associated with forest planting is to open roads, create conditions for care and exploitation...

Mr. Phan Xuan Dien - Chief of the New Rural Area Coordination Office of Con Cuong district, discussed: Before implementing the New Rural Area Program, the district identified the traffic criterion as the most difficult. However, in reality, during the implementation process, the traffic criterion was the most favorable. The reason is that although people's lives are still difficult, there is high consensus. When the province supported cement, although the district and commune did not have the conditions to support sand and gravel, people were willing to contribute money to buy sand and gravel and labor days, promptly pushing the progress of concreting rural traffic in the district very quickly. It can be affirmed that after 3 years of implementing the New Rural Area Program, the traffic criterion, in which building rural roads is the most prominent among the 19 criteria for building New Rural Areas in Con Cuong; from the results in this field, it has created motivation for the district to complete the socio-economic development goals as well as other New Rural Area criteria.
