While on the way to work, people in Lac Son commune - Do Luong discovered a truck with license plate number 5854 dumping waste into an irrigation ditch in hamlet 6, Xa Lac Son. Upon receiving the report, the commune police force promptly arrived to arrest and make an administrative record of the vehicle owner Cao Ngoc Thin, residing in Vinh Tan ward, Vinh city, Nghe An province. Through verification, the vehicle owner Cao Ngoc Thin admitted to transporting dirty waste from PREX VINH LLC to dump into the canal system in Lac Son commune.
