(Baonghean.vn) - From the beginning of April to July 2019, Nghe An Police received 4 reports from citizens stating that their family members working in China were arrested and threatened by some Vietnamese people.

After organizing the kidnapping of Vietnamese workers working illegally in China, the subjects called to threaten and demand ransom from the victims' families. This is a new criminal method that appeared in Nghe An from early April to mid-July 2019. The authorities received 4 reports from the people.

Ms. TTH (residing in Quynh Thang commune, Quynh Luu district) has a son who is working illegally in Guangdong, China. In mid-July 2019, Ms. H. received a call from a foreign phone number informing her that her son had been kidnapped in China and asked the family to send a ransom. In the phone call, this subject threatened the family to quickly send a ransom of 200 million VND or Mr. K. would be in danger.

Along with that, they sent a picture of Mr. K. with his hands tied, with someone standing guard next to him. On July 13, 2019, Ms. H. went to Quynh Luu District Police to ask for help. After receiving the report, Quynh Luu District Police, the High-Tech Crime Prevention Team, and the Criminal Police Department contacted Chinese authorities to investigate and verify.

At the same time, he coordinated and instructed the family to delay the money transfer to negotiate with the subjects to get more information. On July 17, 2019, when the subjects were distracted, Mr. K. escaped and returned to Vietnam. On the afternoon of July 18, 2019, Mr. K. returned to the joy and sadness of his family.

Previously, on May 30, 2019, Quynh Luu District Police also received a similar report from Mr. HHT (born in 1966, Quynh Thanh Commune, Quynh Luu District). According to Mr. T's report, on May 25, 2019, his son HHT (born in 1994), who was working illegally in Guangdong Province, China, was kidnapped by a group of 5 Vietnamese people and asked the family to send a ransom of 250 million VND.

Fearing for his son's life, Mr. T. transferred 250 million to the account requested by the subjects. After Mr. T. transferred the money, on May 28, 2019, the subjects released the victim. Currently, Mr. T. is still in China.

In addition to Quynh Luu, this situation occurs in some localities such as Nam Dan and Dien Chau. There are cases where after the family transfers money, the subjects release the victims.

Many people were so scared and worried that they quickly returned to Vietnam, like Mr. NHT (Dien Hong, Dien Chau). After arresting Mr. T., the subjects asked his family to send 300 million VND to ransom him.

However, there are also people who have been kidnapped and still have no news, like the family of Mrs. NTH (Nam Loc commune, Nam Dan district). Since the day Mrs. H. received a threatening phone call from people in China kidnapping her younger brother and his wife, the family has not had any news of her sister-in-law.

Ms. H. has a younger brother, Mr. NCL, and his wife, NTH, who work as workers in Guangdong, China. On May 3, 2019, Ms. H. was returning home from work when she was kidnapped by two people, Nguyen Thi Binh (from Tan Ky, Nghe An) and Le Manh Chinh (from Chi Linh, Sao Do, Hai Duong). Mr. L. contacted an acquaintance of these people named Son to inquire about the situation, and this person asked Mr. L. to give 178 million VND to ransom Ms. H.

After the family transferred the money and account as agreed, Mr. L. went to meet the subject Son to request the handover of the person, but this subject said that the kidnappers did not agree to ransom anymore. Mr. L. and some workers went to the Guangdong Provincial Police, China to report but so far there have been no results. Currently, the family still has no news of Ms. H. The kidnappers have also not contacted the family.

Faced with the above situation, the leaders of Nghe An Provincial Police have issued an official dispatch reporting the methods of kidnapping to appropriate property with foreign elements to the leaders of the Ministry of Public Security and relevant professional departments under the Ministry of Public Security for direction and guidance in the fight and prevention. Nghe An Police have also issued an official dispatch directing the local police units to deploy the contents. In which, organizing the dissemination of information on the methods of kidnapping to appropriate property; widely propagating the methods of criminal activities to raise people's awareness of prevention, coordinating in investigating and handling crimes; focusing on propagating and mobilizing people not to illegally export labor abroad, especially in China and Taiwan.

Police of districts and cities direct the police force at the commune level to organize the review and statistics of the number of local citizens who are illegally exporting labor to China (especially Guangdong province) to inform their families about the methods and tricks of the above crimes and request that relatives working in China be informed and proactively take measures to prevent and protect themselves.
