Implementing Urgent Telegram No. 35 of Nghe An Provincial People's Committee on focusing on preventing and controlling foot-and-mouth disease in livestock and Urgent Telegram No. 14 of the Provincial Police Department on directing the Police of local units to coordinate with functional agencies to inspect and handle violations of the trade and transportation of livestock and livestock products according to the provisions of law, on December 14, 2013, the Economic Security Department said that it had just coordinated with the Dien Chau Traffic Police Station under the Road and Railway Traffic Police Department of Nghe An Provincial Police and the Dien Chau District Veterinary Station to arrest 2 cases of illegal livestock transportation.

During a joint patrol in Dien Truong commune, Dien Chau, the authorities discovered a truck with license plate 37C-024.13 carrying 11 cows, owned by Nguyen Anh Tam, residing in Dien Yen commune, Dien Chau, Nghe An, and a car with license plate 36C-052.53, driven by Pham Van Son, born in 1984, residing in Thuan Quang, Thuan Hoa, Thanh Hoa, carrying 19 cows. The total number of cows in both vehicles was 30.
During the inspection, the owner and driver could not present invoices or documents proving the origin, and did not have a quarantine certificate from the veterinary agency. It is known that these cows were being transported to the northern provinces for consumption when they were arrested.
Currently, the authorities have drawn up a record of administrative fines, temporarily detained the above livestock, and organized the spraying of disinfectants, sterilization and numbering of each animal before handing it over to the locality for management according to the provisions of law./.
