Having no stable job, Trinh Cong Chinh has been selling lottery numbers to many people in Vinh city, Nghi Loc district, Do Luong district (Nghe An) by opening accounts through the website link "One789.net".
In addition to playing the lottery himself on the website, receiving lottery from others via Telegram to enter into the website, Chinh also provided links and 4 accounts for 4 "lower branches", including: Nguyen Duc Dai (born in 1980) and Ho Thi Yen (born in 1988), both residing in Hung Phuc ward, Vinh city; Tran Thi Ngan (born in 1979), residing in Le Loi ward, Vinh city and Le Thi Kim Tra (born in 1982), residing in Cua Nam ward, Vinh city. These 4 subjects received lottery from the "lower branches" via the Telegram application and then transferred it to Chinh via the account on the website "One789.net". The daily winning and losing results will be automatically calculated and displayed on the website.
Given the complexity of the case, the Criminal Police Department reported to the provincial police leadership to establish a special project to concentrate forces to fight and eradicate it.
After a period of synchronous application of professional measures, determining that the opportunity to solve the case was ripe, on May 10, 2024, the Special Task Force mobilized dozens of officers and soldiers to simultaneously arrest 21 subjects residing in Nghe An province who used high technology to gamble in the form of lottery.
Specifically, in addition to the 5 subjects mentioned above, the police arrested 16 other subjects, including 12 women and 5 men residing in Vinh city and Nghi Loc district.
During the arrest and search, the investigation agency seized 25 mobile phones and 10 ATM cards, which were tools and means used by the subjects for gambling.
Initial investigation results determined that on May 10, 2024 alone, the 21 subjects above gambled in the form of lottery numbers with a total amount of more than 2 billion VND.
Currently, the Criminal Police Department of Nghe An Province Police has temporarily detained the suspects to continue investigating and expanding the case.
