The memorial house for comrade Tran Quoc Hoan is a project that the Central Party Committee of the Public Security, the leaders of the Ministry of Public Security allowed Nghe An Public Security to preside over, coordinate with local authorities and the Nguyen Trong clan, and start construction on June 8, 2010 in Nam Trung commune (Nam Dan) to serve the activities of returning to the source and educating the tradition of the People's Public Security force (CAND).

On the occasion of the 100th anniversary of the birth of comrade Tran Quoc Hoan (January 23, 1916 - 2016), with the permission of the leaders of the Ministry of Public Security, Nghe An Police proactively coordinated with local authorities to continue expanding the memorial grounds.

By July 2017, the project expanded the campus to an area of ​​1,780m2.²including tree planting area, flower planting area, lotus pond and church area have been completed and put into use with a construction cost of over 3 billion VND.

To build a green, clean and beautiful landscape and environment at the memorial house, making this place a red address, a source of activities, and political and ideological education for the police force in Uncle Ho's homeland, the leaders of Nghe An Police agreed with the leaders of Nghe An Fire Police on a plan to plant trees in the campus.

According to the plan, the two units agreed to plant 15 mango trees, 12 willow trees, 4 royal poinciana trees and a system of ornamental plants in the newly expanded land with a cost of over 100 million VND.

The tree planting activity on this occasion has practical significance, responding to President Ho Chi Minh's teachings on implementing the Tree Planting Festival, as well as expressing gratitude for the great contributions of comrade Tran Quoc Hoan on the occasion of the Vietnam People's Public Security Forces celebrating 70 years of studying and implementing the 6 teachings of Uncle Ho.
