Formal, elite, modern from human to facilities
Previously, the office of Nghi Van Commune Police, Nghi Loc District was only arranged with 2 rooms for both working and common activities at the headquarters of the Commune People's Committee, which was built a long time ago and has deteriorated. Now, the office of Nghi Van Commune Police has been built spaciously, showing formality and modernity. The project was invested in construction with a cost of more than 5 billion VND, inaugurated, handed over and put into operation in July 2023, which is very meaningful, contributing to ensuring working and living conditions as well as performing tasks of ensuring security and order at the grassroots level to better serve the people.

Along with modernizing facilities, means, logistics, and modern techniques, ensuring synchronization and suitability, Nghe An Police focuses on building an increasingly disciplined, elite, and modern communal police force to meet the requirements and assigned tasks.
Yen Son Commune, Do Luong District has more than 1,500 households with more than 6,000 people, bordering many communes and towns, with National Highway 7 passing through, so there are many potential complex factors regarding security and order, especially drug abuse, property theft, goods smuggling... Since the policy of increasing regular police in the commune, the work of ensuring security and order has been guaranteed. In addition to strengthening patrol and control work, the Commune Police force has directly worked with hamlets, "going to every alley, knocking on every door" to grasp the situation, making plans to check subjects and gathering places with complex security and order issues. Along with that, checking household registration, managing, educating, and reforming errant subjects...
In addition, thanks to the good work of launching the movement "All people protect national security", the Commune Police have received many sources of information, serving well the work of preventing and fighting crimes. The proof is that in 2020, Yen Son Commune Police arrested 1 case of property theft, 6 cases of illegal possession and use of drugs, but 3 years later (2023), no cases related to property theft and drugs were discovered or handled.

High determination, great effort
To effectively implement Resolution No. 12 of the Politburo, Nghe An Police has proactively advised the Party Committee and the government to issue a complete and comprehensive system of documents to lead and direct issues on building the Commune Police force. Accordingly, the Provincial Police Party Committee has issued a Project on improving the capacity and operational efficiency of the Commune and Town Police, meeting the requirements and tasks in the new situation. Mobilizing the strength of the entire political system, making the most of support and combining all resources to build the Commune Police, especially advising the Provincial People's Council to issue Resolution No. 21 dated July 14, 2022 on approving the Project on building new and renovating, upgrading and repairing working headquarters for the Commune and Town Police in the province, period 2023 - 2030, with a total investment of more than 1,800 billion VND.

The Provincial Police leaders have directly worked with the standing committees of 21/21 districts, cities and towns to remove difficulties and agree on solutions to speed up the construction of commune and town police headquarters in the area. Up to now, 428/428 communes and towns have been allocated land funds of 1,000 - 2,000m2 to build headquarters; 155 headquarters have been completed; the remaining 273 communes have been planned and are expected to be implemented in 2024 and 2025. At the same time, 460/460 One-Stop Units of Commune-level Police have been invested in, which have been directed by the Ministry's leaders to be replicated nationwide.

Up to now, at least 5 regular Public Security officers/commune have been arranged; at least 1 comrade has been arranged as the Chief/Deputy Chief of the Commune Public Security to be an investigator, exceeding the schedule as directed by the Ministry of Public Security. The regular police force strengthened at the grassroots level has created a "new wind", making positive and clear changes in the security and order situation in the area.
In the context of the complex situation of crime and law violations, in recent times, the implementation of the task of building a strong, disciplined, and elite police force for communes and towns has been implemented systematically and effectively by Nghe An Police, for example, the appointment of titles according to job positions. Based on the direction of the Ministry of Public Security, the Provincial Police has proactively researched, assigned, decentralized, and standardized into processes and regulations for commune-level police in all fields.

In addition, the direction prioritizes training and fostering of Commune Police; in 2023 alone, the Provincial Police organized more than 11 training courses in various fields; in which, it coordinated to open training courses in Lao and ethnic languages (up to now, 100% of cadres in communes have undergone training in Commune Police). In particular, the leaders of the District Police in charge of communes are assigned to go to the locality at least twice a month to inspect, provide professional guidance to Commune Police and perform well the work of managing cadres. Thanks to that, the Commune Police force has proactively grasped the situation, promptly detected and presided over, coordinated and advised on effectively handling emerging cases right at the grassroots level, especially issues related to disputes and complaints among the people, and issues related to non-traditional security.
To continue to improve the capacity and effectiveness of the Commune Police force, in the coming time, Nghe An Police will focus on performing well 3 key tasks. Specifically, continue to review, consolidate, arrange sufficient quantity and ensure quality for the activities of the Commune Police force, with the highest goal of ensuring good security and order at the grassroots level; strive to arrange 8 comrades/commune to perform well the task of ensuring security and order. Improve the quality and effectiveness of the Commune Police force, especially standardizing procedures and regulations in the direction of "hand-holding" to apply throughout the force.
On the part of the District Police, actively advise the Standing Committees of the District, City and Town Party Committees to have a policy to appoint the Commune Police Chief to participate in the Commune Party Committee Standing Committee. Continue to prioritize training the Commune Police team; complete the standards for appointing positions in accordance with regulations. Along with that, focus on advising and speeding up the construction of Commune Police headquarters; the goal is that by the end of 2025, 100% of Commune Police will ensure the conditions of headquarters and facilities to serve the work.
