In recent years, the security and order situation in the province has been complicated, the activities of criminals and security and order violations related to the acts of manufacturing, storing, transporting, using, illegally buying and selling, appropriating... weapons and ammunition occur on average from 20 to 30 cases per year, with many cases being complicated and having serious consequences. According to data provided by the Institute of Criminal Science - Ministry of Public Security, in 2014 alone (from January 1 to December 30, 2014), the investigation agencies at all levels of Nghe An Police issued decisions to consult the Institute of Criminal Science on 27 cases related to guns and ammunition; The forensic conclusions of the Institute of Criminal Science have contributed significantly to guiding the agencies operating in the province to investigate, clarify and handle crimes and security and order violations according to the law.
However, the fact that investigative agencies at all levels have to request gun and ammunition appraisal at the Institute of Criminal Science has affected the timeliness of requests for investigation and crime handling; wasting time, human resources and funds for appraisal work.
Gun and ammunition appraisal is a difficult field of appraisal. In addition to the equipped means, it requires appraisers to have experience and a high sense of responsibility; The appraisal process requires timeliness, caution, meticulousness and accuracy. The appraisal conclusions of appraisers contribute to guiding investigative agencies at all levels in investigating and clarifying cases and are important legal evidence in handling crimes and violations of security and order by agencies operating in the prosecution. In the initial implementation of gun and ammunition appraisal, the unit and appraisers inevitably encountered certain difficulties.
Speaking at the assignment of tasks to the Criminal Techniques Department of the Provincial Police, Colonel Nguyen Huu Cau, Deputy Director of the Provincial Police - Head of the Investigation Police Agency of the Provincial Police, requested to strengthen propaganda work on mass media to effectively implement this important work. At the same time, he requested leaders of sectors and investigation agencies at all levels to properly implement regulations on seizure, preservation, sealing of traces, evidences... to serve well the work of appraisal and tracing of traces. The Criminal Techniques Department needs to continue to improve the team of appraisers, continue to send officers to receive further training in professional experience at the Institute of Criminal Science and soon take full initiative in appraisal work to increasingly better fulfill the requirements of the task in the new situation, especially effectively implementing the work of appraising guns and ammunition, contributing with other forces in the Provincial Police to ensure security and order in the area./.
