Announcing the adjustment of Vinh City's General Planning to 2030

(Baonghean.vn) - On April 22, 2015, in Vinh City, the People's Committee of Nghe An Province held a ceremony to announce the Project to Adjust the General Planning of Vinh City, Nghe An Province to 2030, with a vision to 2050, approved by the Prime Minister in Decision No. 52/QD-TTg dated January 14, 2015 to localities in the planning area.

Attending the ceremony were representatives of the Department of Planning, Architecture and Construction - Ministry of Construction, representatives of the planning contractor from Japan. On the side of Nghe An province, there were comrades Dinh Thi Le Thanh - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, Vo Viet Thanh - Member of the Provincial Party Committee, Secretary of Vinh City Party Committee and leaders of Cua Lo Town, Hung Nguyen, Nghi Loc districts and 22 communes in the expanded planning area attending the ceremony.

Mr. Dam Quang Tuan - Deputy Director of the Department of Architecture and Urban Planning under the Ministry of Construction announced the Prime Minister's Decision approving the planning of Vinh City.

This project is jointly implemented by Nikken Sekkei Civil Engineering LTD of Japan and Nghe An Institute of Construction Architecture and Planning.

According to the Prime Minister's approval decision, the Vinh City development research area has an area of ​​about 250 km2, the planning scope includes: the entire Vinh City, the entire Cua Lo town and part of Nghi Loc and Hung Nguyen districts.

Vinh City is identified as the political, economic, socio-cultural center and communication hub of Nghe An province, the growth engine and the solution to key tasks of economic development of Nghe An province and the North Central region.

Vinh is identified as a type I urban area, the center of the North Central region in the fields of: Finance, trade, tourism, science - technology, information technology, high-tech industry, health, culture, sports, education - training; has an important position in national security and defense, a national and international traffic hub.

The forecast population size by 2030 is about 900,000 people, of which the forecast labor size by 2030 is about 450,000 people, accounting for 50% of the population.

Vinh urban area develops in the direction of "Decentralized multipolar ecological urban area, unifying urban with rural and natural areas"; developing independently but synchronously connecting 3 urban areas: Vinh - Hung Nguyen; Cua Lo; Quan Hanh - Southeast Economic Zone.

Vinh urban space is divided into 4 sub-zones, of which 3 are urban development sub-zones and 1 is an interconnected area. Specifically: The central urban area, including the existing Vinh city and the expansion to the West in Hung Nguyen district. The total land area is about 110.27 km2, with a population of about 559,000 people. It functions as a political, administrative and economic center.

Second zone: The existing Cua Lo urban area and expansion to the West in Nghi Loc district. The total land area is about 41.99 km2, the population is about 200,000 people. It functions as a coastal tourist urban area, while developing new urban areas focusing on the fields of education and training, sports, and resort tourism.

Third zone: Quan Hanh urban area and part of the Southeast Economic Zone. Total land area is about 25.37 km2, population is about 54,000 people. Functions as an industrial center and freight transport hub, and at the same time develops new urban areas.

The fourth zone: is the buffer zone in the rural and peripheral areas of the development zones. Its main function is the rural-agricultural area, the development reserve area and the river and lake system, and is the buffer space between urban areas.

The Prime Minister's approval of the Vinh City expansion plan is an important legal basis for building Vinh City into a civilized and cultural city, an economic and cultural center of the North Central region.

On behalf of the Provincial People's Committee, Ms. Dinh Thi Le Thanh - Vice Chairman of the Provincial People's Committee thanked the Ministry of Construction and the investor for their efforts to establish an important planning for Vinh City. She also emphasized that localities need to perform well the task of disseminating information about the expansion planning by continuing to post information on the internet and displaying it on billboards in central areas. Some key tasks that need to be focused on are urgently implementing the planning of subdivisions as a basis for implementing investment projects; the Department of Construction will guide the subdivision planning and localities will organize the planning of subdivisions.

Localities related to planning need to carry out urban planning management in accordance with approved planning documents; Develop management regulations according to urban planning projects; Develop lists of projects with concentrated investment as a basis for attracting investment. The Provincial People's Committee commits to directing and operating to ensure that the planning is approved so that Vinh City is worthy of being the hub of the North Central region, a developed, civilized and modern city.
