Promulgation of the Constitution of the Socialist Republic of Vietnam
On the morning of December 9, the Office of the President held a press conference to announce the President's Order promulgating: The Constitution of the Socialist Republic of Vietnam and the Resolution of the National Assembly stipulating a number of points for implementing the Constitution of the Socialist Republic of Vietnam were passed by the 13th National Assembly of the Socialist Republic of Vietnam, 6th session on November 28.

Member of the Standing Committee of the National Assembly, Chairman of the Law Committee of the National Assembly Phan Trung Ly introduced the basic contents of the Constitution of the Socialist Republic of Vietnam; emphasizing that the Constitution of the Socialist Republic of Vietnam adopted by the National Assembly at its sixth session had been carefully and seriously prepared, carefully selected, and had absorbed many valid opinions from the people, National Assembly deputies, experts, and scientists, meeting the set goals and requirements.
The Constitution has crystallized the intelligence, will and aspirations of the vast majority of the people, reflecting the Party's will, the people's hearts and the consensus of the entire political system.
Chairman of the National Assembly's Law Committee Phan Trung Ly stated: with a structure of 11 chapters and 120 articles (1 chapter and 27 articles less than the 1992 Constitution), the Constitution of the Socialist Republic of Vietnam adopted by the National Assembly in 2013 is truly the Constitution of the period of comprehensive and synchronous economic and political innovation, meeting the requirements of building, protecting, developing the country and international integration in the new period.
Compared with the 1992 Constitution, the Constitution has many new points in both content and constitutional techniques; clearly and fully demonstrating the democratic and progressive nature of the State and the Vietnamese regime in the transitional period to socialism; clearly, correctly and fully regulating the political, economic, cultural, educational, scientific, technological and environmental regimes, human rights, basic rights and obligations of citizens, national defense, state apparatus organization, and the effectiveness and process of amending the Constitution.
The Constitution has more clearly demonstrated the nature of the Vietnamese State as a democratic State, a socialist rule-of-law State of the people, by the people, for the people, all state power belongs to the people. The Constitution continues to affirm the position and leadership role of the Party in the State and society, the responsibility of the Party to the people; affirms the strength of great national unity, the role of the Vietnam Fatherland Front, Trade Unions and socio-political organizations and other organizations in the cause of national construction and defense.
The Constitution recognizes, respects and ensures the implementation of human rights, basic rights and obligations of citizens; continues to perfect the socialist-oriented market economic institution, develops culture, education, science and technology, ensures social justice, protects the environment; continues to firmly protect the socialist Fatherland of Vietnam.
The Constitution continues to affirm the requirement to build and perfect the socialist rule of law state of the people, by the people, for the people under the leadership of the Communist Party of Vietnam.
To have a legal basis for implementing the new Constitution, the National Assembly issued a Resolution stipulating a number of points for implementing the Constitution, which clearly stipulates the effective date of the new Constitution as January 1, 2014; at the same time, it stipulates the responsibilities of relevant agencies and organizations in organizing the implementation of the Constitution, the responsibility for propagating and disseminating the Constitution to ensure that the Constitution is strictly complied with and implemented in all areas of social life.
Responding to reporters' questions, Chairman of the National Assembly's Law Committee Phan Trung Ly said that in implementing the Law and Ordinance development program, relevant agencies have anticipated draft laws that need to be prepared to meet the requirements of implementing the Constitution. In the near future, relevant agencies will submit additional draft laws.
