Some new points
The 2013 regular university and college entrance exams will basically remain stable as in 2012 and earlier, following the “3 common” solution. However, there will be some adjustments and additions.
Accordingly, students will be directly recruited to participate in training for the regional and international Olympic teams; students in the team participating in the international science and technology innovation competition who have graduated from high school. If they have not graduated from high school, their enrollment will be reserved after graduation.
Students with permanent residence registration for 3 years or more, as of the date of application submission in poor districts as prescribed in Resolution No. 30a/2008/NQ-CP dated December 27, 2008 of the Government, are entitled to regional priority according to permanent residence registration.
Candidates applying for a college or university transfer must submit an application according to the exam block of the major they are applying for, take the exam according to the general exam questions of the Ministry of Education and Training, and will be considered for admission according to their transfer wishes stated in the application to the college or university.
Add the Inspection Board to the organization of the School Admissions Council. The Inspection Board conducts inspection marking of at least 5% of the total number of exam papers of each essay subject.
Admission scores are determined according to the principle: the admission score of the next admission round is not lower than the admission score of the previous admission round. Schools can conduct multiple admission rounds, starting from August 20, 2013, the admission time for each round is 20 days, calculated from the date of admission announcement. The deadline for admission is October 30, 2013.
Admission until the end of October
If in 2011, the application deadline was November 30, this year the deadline ends 1 month earlier. Specifically, the application deadline starts on August 20, 2013 and ends on October 30, 2013.
Schools that have gifted majors, but do not organize entrance exams for these majors with separate exam questions, will consider candidates in the recruitment area, who have taken the exam for that major at other schools, and have cultural subjects tested according to the common questions of the Ministry of Education and Training.
Universities that offer college training, colleges affiliated with universities, if they do not organize separate entrance exams for this system, can consider candidates who have taken the common exam of the Ministry of Education and Training with the same exam group, within the school's prescribed admission area.
Schools use the same university and college entrance exam questions and actively use the same exam results in admissions according to the following principles: Schools can determine the admission score by exam group, by major or by general admission score. The admission score without multiplying the coefficient must not be lower than the floor score; The admission score of the next admission round must not be lower than the admission score of the previous admission round; Candidates with exam results from high scores or lower will be considered to meet the quota; The difference in admission scores between groups of subjects is 1.0 point and between regions is 0.5 point (except for universities and colleges located in provinces in the Northwest, Central Highlands and Southwest regions, which have separate regulations).
Schools must publicly announce information related to admission requirements, the admission period for each round is 20 days and announce the admission results on the school's website and on mass media, and at the same time transfer this information to the Department of Information Technology for posting on the website of the Ministry of Education and Training.
Candidates are given 3 certificates of exam results.
In 2013, candidates who do not pass the entrance exam to the school they are applying to, but have exam results at or above the college floor score (no subject score of 0) will be issued 3 red-stamped exam result certificates. Candidates whose exam results are below the floor score will be issued a score report.
The certificate of university and college entrance exam results and the score report must follow the designed format, cannot be changed and must be filled in with all necessary information according to the current admission regulations. Both types of papers must have the school's red seal so that candidates can use them to register for admission to universities, colleges or vocational schools. Only print the scores of the subjects without multiplying the coefficient.
In addition to the Score Reports that schools have issued to candidates in the 2013 regular university and college entrance exams according to the common exam questions, candidates can use a valid copy of the Exam Results Certificate (if they have not been admitted to university or college) to register for admission to vocational secondary schools.
For candidates taking the joint entrance exam according to the common exam of the Ministry of Education and Training, the exam results will be used for admission according to the school's joint training quota. If they do not pass the exam, they will be considered for admission to other schools, in the same exam group, in the recruitment area and meeting the requirements of the recruiting school.
